BACKGROUND

INARA provides life-altering medical care for children from conflict areas who have catastrophic injuries or illnesses and are unable to access treatment due to war. INARA steps in to fill the gaps in access to medical treatment when not provided by other institutions or non-profits, including financial assistance where needed. INARA is currently operating in Lebanon, partnering with medical institutions such as the American University of Beirut Medical Center (AUBMC) to ensure children receive quality medical treatment.

DESCRIPTION

Under the supervision of INARA’s Finance and Administration Manager, the Operations Officer is responsible for the overall operations, including administrative, accounting, human resources, and procurement functions. The Operations Officer ensures all operations are conducted in a timely and accurate manner, in compliance with INARA’s policies and procedures.

RESPONSIBILITIES

Operations and Administration

  • Serve as the point of contact on the overall office management, administrative and operations matters
  • Maintain office functionality by ensuring that all office equipment is in good condition and adequate quantities of office stationary and supplies are available
  • Prepare meeting minutes as needed and follow up on action points
  • Provide support in the preparations of logistics related to program activities and fundraising events
  • Liaise with service providers regarding office issues (electricity, internet, server, etc.)
  • Establish office inventory list and ensue it is updated regularly
  • Coordinate logistics for in-country travel and international travel such as hotel lodging, air travel, venues, visa arrangements, etc.

Accounting

  • Collect regular office bills and submit them for approval to the Finance and Administration Manager
  • Provide support in checking and reconciling staff cash requests by examining all receipts and ensuring their accuracy
  • Assist the Finance and Administration Manager in office petty cash expenditures and petty cash reconciliations
  • Record all transaction entries on the accounting system
  • Maintain a strong financial archiving system in both hard and electronic forms.

Human Resources

  • Keep track of staff contracts and performance review records
  • Collect time sheets, leave requests and attendance records in accordance with INARA’s HR policy
  • Maintain proper and confidential archiving of HR personnel records.

Procurement

  • Prepare service agreements and keep track of their relevant terms and completion
  • Conduct all procurement procedures ensuring their compliance with INARA’s and donor requirements.

WORKING ENVIRONMENT

Based in Beirut, the working environment will be office based. There may be times when the position holder is required to work on the weekends or evenings and undertake other duties which are broadly in line with the above responsibilities.

REQUIREMENTS

Essential

  • Bachelor’s Degree in Business Administration
  • Native Arabic; proficiency in English is a must
  • A one-year experience working in an international organization setting is mandatory
  • Cultural sensitivity and adaptability to different environments and audiences
  • Proficiency with administrative systems including Microsoft Office
  • Strong work ethic and commitment to financial accountability and transparency
  • Ability to work within INARA’s guiding principles.

Desirable

  • At least two years experience with similar responsibilities
  • Strong interpersonal, written and oral communication skills with an ability to communicate to a wide range of actors
  • Ability to multitask and strong organizational skills with attention to detail and follow-up
  • Ability to work independently and in a multinational team
  • Experience working with accounting software.
