The International Committee of the Red Cross (ICRC) has been present in Lebanon since 1967 and has carried out its humanitarian work through different periods of conflict, including Lebanon’s 15-year-long civil war from 1975–1990. We are currently responding to the rapidly growing needs of displaced people fleeing war and violence across the region into Lebanon as well as the local communities hosting them.

The ICRC activities on behalf of people affected by war and violence in Lebanon include, but are not limited to, ensuring people affected by conflict can get access to basic health care, services such as water and electricity and restore their economic security, securing humane treatment and conditions for detainees, building respect for the international humanitarian law  (IHL) and supporting the families of the missing persons.

We are based in Beirut and have offices in Tripoli, Tyr and Zahle.

"Public Communications Officer/ Spokesperson"

Job Purpose:

​The Public Communications Officer/ Spokesperson for Lebanon is the focal point for all public communication activities with the media in the delegation in coordination with the management and the Communication Coordinator with a focus on Lebanon activities. S/he leads on defining the delegation's messages in order to enhance and manage the delegation's profile in the media and through public channels. S/he advises the delegation on public communication issues, opportunities and challenges and contributes to the implementation of the public engagement and digital strategies.

Functional responsibilities:

  • Develops and leads the implementation of the department´s public communication strategy, in collaboration with the Communication Coordinator, for the ICRC’s operations in Lebanon.
  • Manages media relations with National, Pan-Arab and International media on issues pertaining to the ICRC’s operations in Lebanon, in collaboration with the Communication Coordinator.
  • Develops and keeps updated the strategic mapping of the media in Lebanon.
  • Generates specialized content for national media (news releases, advisory, updates) and works closely on content for social media with the social media officer.
  • Develops and executes the media component of Lebanon-focused campaigns in close coordination with the Content Manager, Social Media Officer and AV Producer.
  • Develops/writes various guidance/support documents for use by delegation staff for public communication (press lines, Q&A, speaking notes, etc.)
  • Prepares ICRC Lebanon-related content to be pitched to media in a wide variety of formats.
  • Promotes and coordinates opportunities for collaboration with the media for visibility (e.g. media missions) of the ICRC’s activities in Lebanon.
  • Pro-actively shares relevant ICRC public communication materials on Lebanon with media for coverage.
  • Independently plans and implements special projects and events related to activities in Lebanon for media
  • Monitors the trends emerging in the media relevant to the ICRC action in Lebanon.
  • Coordinates with the Lebanese Red Cross on shared public communication issues.

Certifications/ Education Required:

  • University degree in communications, journalism or related field

Professional Experience required:

  • 3 - 5 years’ work experience in a similar field, particularly working with media
  • Very good knowledge of written and spoken English and Arabic
  • Ease with social media
  • Very good computer skills (Microsoft Office)
  • Very good analytical and writing skills
  • Confirmed capacity to analyse the political and social environment
