Independent External Evaluator for Project Close out

Institute for War & Peace Reporting is an independent not-for profit organisation that works with media and civil society to promote positive change in conflict zones, closed societies, and countries in transition around the world. Under IWPR’s two projects Alternative Voices for Syria, which is funded by the Dutch Ministry of Foreign Affairs and was implemented over a period of 2 years and 8 months and the Reinforcing Civic Response Project, which is funded by The Bureau of Democracy, Human Rights and Labor Affairs and was implemented over a period of 4 years and 6 months. IWPR works with Syrian reporters, bloggers and activists to support freedom of expression and Human Rights. The work focuses on empowering women in rural areas, supporting advocacy campaigns and providing trainings on Digital Security, Advocacy and Conflict-Sensitive Journalism.

 

In that regard, IWPR seeks an external evaluator for the closeout of two projects, the Dutch-funded project and the USG funded project to provide an objective assessment of the extent to which IWPR’s projects met their goals and objectives, as well as provide an analysis of lessons learned and recommendations for future programming and improvement.

 

The evaluator will be required to review all of both projects documents including, but not limited to, project portfolio, project proposals, logic model, the M&E plan and indicator results table, project reports (quarterly and annual), financial reports and any related assessments and studies available.

 

Scope of Work

 

 Work together with IWPR and donor to propose an evaluation methodology:

  • Design or review and refine evaluation plan and methodology
  • Discuss with project team approach, activities, roles, objectives, context and accomplishments of the project
  • Discuss specific objectives of the project
  • Review and finalize evaluation timeline
  • Review and refine data collection tools and methodology relevant to the needs of the project closeout and reporting
  • Submit an Evaluation plan (inception report) for review and approval by IWPR

 

Data Collection: Interviews and other evaluation tools with project staff and consultants and applied with selected project beneficiaries and stakeholders:

  • Review and refine, or where necessary, create, data collection tools, evaluation methodology, and advise on information sources and potential issues
  • Provide data collection design, administration and evaluation guidance and expertise to program staff
  • Summarize areas where data is needed, share and discuss with IWPR team
  • Conduct data collection (via FGDs, KIIs, and Questionnaire) and analysis of evidence
  • Conduct technical analysis of the IWPR website used throughout the implementation
  • Finalize data collection tools and submit Evaluation plan (inception report)

 

Data Analysis and formulation of Evaluation findings and recommendations: Draft narrative and other sections of the Evaluation report and review with IWPR staff

  • Assess the relevance and quality of design
  • Assess the efficiency and effectiveness of the project’s implementation
  • Assess the sustainability of the project

 

Submission of Final Report:

  • Review and integrate input from IWPR and finalize Evaluation report which will include the program’s overall results, analysis of lessons learned and provide recommendations for future programming. Analyzed data must be presented clearly, concisely and visually incl. graphs and statistics.
  • Final meeting to present the findings of the report to IWPR and any other stakeholders IWPR considers important

 

Qualifications 

  • University degree in social sciences, statistics or relevant fields
  • At least seven (7) years of experience with familiarity for standards of ethical conduct in research/evaluation settings 
  • Experience in conducting external evaluations with INGOs
  • Sound and proven experience in conducting evaluations and impact assessments
  • Expertise in qualitative and quantitative data collection techniques
  • Expertise in conducting learning sessions and/or trainings related to monitoring and evaluation
  • Fluent in English and Arabic
  • Strong interpersonal and communication skills
  • Excellent skills in research and data collection
  • Ability to work both independently and as part of a team
  • Demonstrated ability to handle sensitive information with discretion and professionalism
  • Sound ability to draw conclusions and make recommendations based on research data and findings
  • Ability to work under pressure and meet deadlines
