The Health Coordinator will be in charge of the overall management of the health activities within the targeted health care facilities in North Lebanon. The Health Coordinator will be responsible for the planning and implementation of activities, including training; documentation; monitoring and evaluation as well as ensuring the quality of service provision according to relevant guidelines. The Health Coordinator will report to the Area Coordinator. In addition to working in close coordination with the relevant health center staff.

WORK COORDINATION AND DECISION MAKING

The Health Coordinator reports directly to the Area Coordinator. Under his/her supervision, the Health Coordinator will coordinate with the health centre (HC) staff.

The Health Coordinator should take decisions related to the accountabilities and tasks outlined below while coordinating directly with the Area Coordinator. Any decision beyond her/his realm or responsibility should be discussed with the Area Coordinator.

 

TASKS AND RESPONSIBILITIES

Program Management and Quality Assurance

  • Monitor the quality and efficiency of the health centres/hospitals and ensure that health projects are in line with humedica’s health policy and country program strategy;
  • Plan and set operations schedules for the resource allocation and service offerings;
  • Coordinate with focal points to map other healthcare services available in the catchment area for continuity of care through a referral system;
  • Close coordination and cooperation with humedica’s partner organizations. Arrange regular meetings to discuss project implementation and understand challenges and barriers that might delay the progress;
  • Ensure the development of regular performance monitoring plans to achieve the set project’s objectives; provide technical support and guidance;
  • Responsible for the development and implementation of a strong project work plan, that is designed to achieve the project’s stated goals and objectives, within the available staffing and budget;
  • Responsible for ensuring that strong data collection and information management systems are in place for ongoing performance analysis and programmatic action and that all members of the health centres/hospitals know their roles and responsibilities for monitoring and evaluation;
  • Responsible for the development of procurement and spending plans for the health activities;
  • Ensure that proper drug management systems are in place and liaise for technical assistance as needed for all strategic aspects of drug management and supply;
  • Monitor evolving needs of the target communities, conduct assessments on health needs in project areas, and adjust the programmatic priorities as necessary in collaboration with the Area Coordinator and Country Coordinator;
  • Promote the quality of humedica’s health programs by setting up quality assurance mechanisms and checks;
  • Participate in the development of new proposals and initiatives for humedica’s health program in line with the Lebanon Crisis Response Plan and the outcomes and evidence framework.

Representation and Coordination

  • In coordination with the Area Coordinator, actively develop and maintain effective working relationships with key stakeholders, including government actors, UN agencies, international and local NGOs, and other relevant actors;
  • Attend and represent humedica in relevant coordination meetings on all issues interrelated with health;
  • Strengthen relations and coordination with the health taskforce at MOPH and UNHCR in North and attend relevant meetings;
  • In coordination with the Area Coordinator, participate in local coordination meetings, and actively try to initiate coordination among NGOs and other civil society partners;
  • Represent humedica to local communities, government departments, international agencies, local partners, and donors as required;
  • Conduct bilateral meetings with health actors in humedica’s operational areas in North to ensure complementarity in service provision and prevent duplication;
  • Develop strategic partnerships with local organizations, wherever possible.

Project Reporting

  • Ensure the timely submission of information for humedica reports for all health projects, including reporting against the logical framework;
  • Review all reports prepared by the health centers'/hospitals' staff and provide appropriate feedback to the concerned staff, and ensure that reports are written and submitted to concerned bodies in a timely manner;
  • Regularly update the Area Coordinator on the overall progress of the health indicators;
  • In collaboration with the Area Coordinator, review budget vs. actual expenditure for health programs on a monthly basis;
  • Prepare information about humedica’s health activities as needed.

Monitoring & Evaluation

  • Select and implement appropriate monitoring and evaluations systems, analyzing results to ensure and enhance program effectiveness and quality;
  • Evaluate health centres'/hospitals' needs for technical interventions and make recommendations as needed;
  • Monitor and evaluate the appropriate implementation of technical projects against program objectives during monitoring visits;
  • Under the supervision of the Country Coordinator, adjust the interventions in humedica’s health strategy as necessary, in order to meet the set targets;
  • Ensure that all health programs operate with an appropriate patient voice and response mechanism.

Staff development/capacity building

  • Provide supportive supervision to supervisees, including development and monitoring of regular work plans and providing timely and quality performance evaluations;
  • Participate in training and mentoring of health and other staff members in response to capacity building needs;
  • Participate in the design and facilitation of training for staff. Provide in-house capacity building activities for staff as needed;
  • Develop the staff capacity building plan and identify the partners’ technical areas that need technical capacity building.

 

MISCELLANEOUS

  • Demonstrate a high level of professionalism while working or coordinating with beneficiaries, their family members, and all internal or external parties. Any incident or work-related conflict should be immediately reported to the Country and Area Coordinator. The Health Coordinator should avoid engaging in any work-related communication which might jeopardize the relationship of humedica with any party;
  • The Health Coordinator should demonstrate a high level of cultural sensitivity, professionalism, politeness, and objectivity when dealing with the beneficiaries under all circumstances;
  • Under the supervision of the Area Coordinator, discuss and resolve any issues that the health parties may face;
  • Assist/participate in logistics requirements when requested.
  • Promptly respond to any other request that the Country or Area Coordinator may have.

 

QUALIFICATIONS

  • Health professional (medical doctor, pharmacist, master in public health), with an MPH or other suitable public health, and health management degree;
  • At least 3 years of experience with direct management of the implementation of health programs in a volatile environment;
  • Preferably experience in NGO work;
  • Strong experience in working within the field of Public Health and profound knowledge of the guidelines and strategies of National Health Programs;
  • Fluency in Arabic and English language is mandatory;
  • Excellent organizational and program management experience, including staff work plans, budget management, and monitoring and evaluation;
  • Ability to communicate any technical or non-technical topic with clarity and to share any important project information with the team;
  • Excellent leadership, communication, and facilitation skills;
  • Excellent interpersonal, coordination, and networking skills;
  • Experience with situation analysis and health assessments;
  • Experience in capacity building and mentoring of staff;
  • Excellent problem-solving skills, and demonstrated ability to handle pressure and improve;
  • Excellent computer skills in programs such as MS Word, Excel, and PowerPoint.

 

CONDITIONS OF ENGAGEMENT:
The Health Coordinator will be part of a team located at the North office in the Akkar area. However, weekly field visits to health centres/hospitals and supporting them are an integral part of the job. The position is a full-time position with 5 days per week from Monday to Friday 8:30 am to 5:30 pm.
