Mission:  The rehabilitation officer will support the implementation of rehabilitation project activities in close collaboration and coordination with the rehabilitation technical advisor and the mental health technical advisor and under the supervision of the project manager.

Reports to: Mental Health project manager

Responsibility 1: IMPLEMENTATION OF ACTIVITIES

Activities:

  • Follow and support project partners’ coordinators to organize teams’ rehabilitation schedules and beneficiaries’ appointments.
  • Follow up and support project partners to assess the multidisciplinary- comprehensive needs of beneficiaries, and respond to their needs through services provided within the frame work of the project or through referral to external stakeholders.
  • Assure that project partners’ rehabilitant teams give to service users’ clear, comprehensive information about assessment, diagnosis, treatment and recovery options in a consistent manner and in a form that they understand and which allows them to make free and informed decisions.
  • Assure that partners rehabilitation teams’ interventions have a pre-set objectives and are well-prepared.
  • Follow up and assure that the rehabilitation process implemented by the partner’s rehabilitation teams is community based - multidisciplinary and involves the users themselves/care takers.
  • Follow up on trainings/consultations done to users’ parents/care takers.
  • Assure that beneficiary’s evaluation is done at regular basic and based on specific criteria’s set by the project technical team.
  • Follow up on project partners’ implementation for SCOPEO pre and post test.
  • Assure that Collaboration mechanisms among partners’ rehabilitation team members are set, clear and put into action through case management meetings.
  • Follow up on project partners’ Multidisciplinary coordination meetings are done regularly.
  • Follow up on the distribution of assistive devices and items for specific needs.
  • Follow up and support to the PSS activities done by project partners, and follow up on referral between PSS and rehabilitation activities.
  • Assure that all possible risk factors at level of service user are detected, documented and an action plan is developed accordingly with the service user/caregivers when appropriate and communicated to all those involved, reviewed regularly and amended when necessary.
  • Assure that project partners’ staff members treat service users with humanity, dignity and respect: at all times, staff interact with service users in a respectful way, recognizing their capacity to understand information and make decisions and choices including the right to refuse treatment, and that no service user is subjected to verbal, physical, sexual or mental abuse, physical or emotional neglect.
  • Assure that clear, comprehensive information about the rights of service users is provided in both written and verbal form.

 

Responsibility 2:  ORGANIZATION OF TRAININGS, WORKSHOPS and MEETINGS:

Activities:

  •  Organize awareness sessions, workshops and trainings to partners’ teams based on their needs and on different topics to improve their performance by the end of the project.
  • In charge for providing awareness sessions (Mental health ,disability, Rehabilitation…) to beneficiaries and other  community members
  • In charge of planning and implementing awareness activities as part of the awareness raising campaigns conducted as part of the mental health project.
  • Follow up on Monthly multidisciplinary meetings done by project partners’ rehabilitation teams.
  • Organize and lead individual and collective meetings with partners and stakeholders based on the needs.
  • Participate and contribute to project staff meeting done at monthly bases.
  •  Participate and contribute to HI- partners meetings done at monthly bases.
  • Participate and contribute to Project Quarterly review meetings done at quarterly bases.
  • Participate and contribute to Project steering committee meetings done at quarterly bases.

 

 

Responsibility 3: MONITORING AND FOLLOW UP

Activities:

 

  • Regular field visits to partners centers, and prepare Terms of reference and reporting for his /her field visits (using specific tool)
  • Prepare monthly reporting to the line manager about the main actions of the last month and for the next month done/ to be done by the rehabilitation field officer. (using specific tool)
  • Follow up on the beneficiaries’ files/ information data base filled by project partners.
  • Assess beneficiaries’ satisfaction using questionnaires and FGDs,   and use the results to guide and support the improvement of rehabilitation services provided by project partners.
  •  Make that beneficiaries are informed of and have access to mechanisms/clear procedures/complaint systems for expressing their opinions on service provision for complaint and improvement.
  • Monitoring at field level of the quality of all actions implemented within the scope of the project.
  • Contribute to the finalization of project partner’ narrative reports in collaboration with the project team.
  • Run monitoring and evaluations activities implemented within the frame of this project (setting up evaluation focus groups...)
  • Keep all data of the project recorded in the different Project Monitoring and Evaluation Tools.

 

Responsibility 4: CAPITALIZATION AND IDENTIFICATION OF NEEDS

Activities:

 

  • Produce regular reports intended to be used internally and within the frame of the project reporting.
  • Participate in needs assessments, impact evaluations and studies in order to determine the effectiveness of HI response
  • Participate in the construction of a monitoring system and relevant indicators along with other team members.
  • Keep documentation, records and data required for the project
  • Participate in preparing needs assessments related to capacity building within the project frame.
  • Participate in drawing up pluri-annual strategies and/or the annual implementation plans of the projects she/ he works on.

Basic salary range for the position : From 1420 USD to 1535 USDbased on experience

  • Educational background in relevant discipline mainly occupational therapy, physiotherapy and Social work.

  • Trained on Psychological first aid and detection/referral of persons with disabilities is a plus.
  • Trained on/ experienced in community mobilization is a plus.
