MISSION CONTEXT

Context of the position:

The actual intervention context is characterized by remote management modalities of intervention, through Partners. Bring constant support and guidance to the teams and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.

 

Objectives:

Under the line management of the Projects Manager, the Inclusion Technical Advisor (ITA) will ensure the smooth implementation of inclusion activities focused on livelihoods and health. As such, the ITA needs to set-up efficient relationships, ensure good coordination and develop adequate communication and monitoring mechanisms, not only within HI teams but management staff of implementing partners.

 

According to the position, the ITA must keep all the data confidential, and share it only with the designated persons.

 

ACCOUNTABILITIES

In direct cooperation with :Inclusive Livelihoods and Inclusive Health staff of coordination, and implementing partners, Operational and Support Sevices Departments

 

MAIN TASKS

  1. Ensure Technical Quality of the Inclusive Livelihood and Health Projects
    • Develop and implement the necessary trainings and support the teams of partners to ensure timely and quality project implementation to meet inclusion objectives and targets;
    • Support Inclusive Health/Livelihoods’ teams to ensure quality project implementation (action plans, technical tools etc.);
    • Lead on assessment of barriers and facilitators, for access of health and livelihood services, for the most vulnerable persons at risk of exclusion;
    • Support the partners’ staff in the implementation of the different assessments, activities and fabrication/purchase of adapted tools (when relevant) by providing coaching, regular follow up and recommendations;
    • Coordinate regularly within hub to identify training needs (HI staff and partners), problem-solving recurrent issues and keep information flowing, and update the project manager regularly;
    • Continuously provide updates, summary and reporting of the field activities to the PM and other relevant personnel. Putting forward ideas and recommendations for improvements;
    • Ensure referral mechanisms within HI projects (PSS, Rehab and livelihoods) are followed for;
    • Support Inclusive Health/Livelihood teams by answering questions/addressing training needs of partners and having regular Skype/ meetings by remote support;
    • For the inclusive livelihood activities, with the support of the log team help in validating local welder/carpenter chosen by field team to fabricate adapted livelihood aids;
    • For the inclusive livelihood activities, review the case management with the field teams and developing environment and tools adaptation according to the context and the local market;
    • Monitor the overall implementation of the action plans of partner;
    • Liaise with MEAL team in filling any relevant monitoring and evaluation tools when applicable; and constantly share feedback and/or complaints received from the field with the PM;
    • Participate in project launch plan, midterm and final evaluations;
  2. Reporting and Representation
    • Contribute to the monthly Information sheet (MIS) and to project reports as needed;
    • Represent HI in coordination mechanisms and meetings (including meeting with livelihood consortium partners) as requested;
    • Communicate with Inclusive Partners as requested, in coordination with Inclusion and RE Project;
    • Ensure that confidentially of data as per guidelines is respected;
  3. Team Management
    • Participate in partners’ inclusion staff recruitment, in coordination with PM and the technical referent when applicable;
    • Prepare induction process for new staff, participate on identifying the trainings that can be offered in the frame of the capacity building plan and ensure appropriate training/support is provided;
    • Participate to staff evaluation when relevant;
  4. Capitalization​​​​​​​
    • Archive and share all necessary tools and documents adapted to Beirut office with Inclusive health/livelihood Coordinator and PM (others if relevant);
    • Ensure regular collection of stories/data on lessons learned on inclusive health/livelihood projects and sharing with PM;
  5. Security​​​​​​​
    • Observe at all times strict commitment to HI Security & Safety regulations as per procedures in place at mission level;
    • Support information internal dissemination to relevant focal persons at mission level aiming at reinforcing security and safety of HI staff and assets;

 

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 

 

REQUIREMENTS

 

Profile required:

  • Bachelor’s Degree in Health/Social Sciences (Occupational therapy, physical therapy, social work, humanitarian action, or other relevant field
  • Minimum 2 years experience in Humanitarian action with focus on disability and vulnerability, disability
  • Staff management and support experience and Project management skills

 

Professional and Personal skills:

  • Strong organizational skills
  • Knowledge of qualitative and quantitative research and analysis methods
  • Ability to do barrier analysis and problem-solve regularly
  • Ability to manage stress, multi-task and take decisions
  • Excellent writing and communication skills
  • Diplomacy and interpersonal skills
  • Autonomous and ablilty to prioritize
  • Able to work in intercultural environment
  • Strong capacity to build partnerships and to work with local partner organizations;
  • Ability to take on a role as a coach or mentor and to pass on information effectively;
  • Understanding of confidentiality issues and ability to handle confidential information;
  • Able to cope with an important workload
  • Proactivity and flexibility

Desirable:

  • Experience in one or more of the following: health, food security, income generation, resilience building and recovery
  • Adult education and training of trainers experience
  • Understanding of regional context
  • Person with a disability or who has close family member with a disability
  • Experience working in consortium
  • Experience working in remote management
  • Previous experience with Handicap International or other international NGO

 

Computer Skills:

  • Very good computer skills (Microsoft Pack Office mandatory: Excel, Word and Outlook)

Language:

  • English mandatory (oral and written)
  • Arabic mandatory (oral and written)
  • French is a plus

 

Job Conditions:

  • Remuneration: according to HI salary grid
  • Starting date: ASAP
  • Duration/ Type of contract: 6 months renewable based on a project timeline
  • Others: Transportation allowance + insurance with Fidelity
