MISSION CONTEXT

The actual intervention context is characterized by remote management modalities of intervention, through Partners. Bring constant support and guidance to the teams and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.

 

 

OBJECTIVES

Under the responsibility of the Humanitarian Policy Coordinator, the Humanitarian Policy Advisor will be responsible to:

  • Support the Humanitarian Policy Coordinator in the implementation of HI’s Regional Crisis advocacy strategy;
  • Contribute to the monitoring of the humanitarian context in the field, and the collection and analysis of secondary data, field data, and testimonies, for advocacy and communication purposes;
  • Draft advocacy and communication products with the collaboration of the Advocacy and Communication manager (policy papers, articles, press releases, testimonies, reports, etc.);
  • In collaboration with the Humanitarian Policy Coordinator, represent HI’s advocacy team in internal and external event;

 

The Humanitarian Policy Advisor must keep all the data confidential, and share it only with the designated persons.

MAIN TASKS

 

  1. Situation Analysis
    • In collaboration with the Advocacy and Communication Manager, monitor the humanitarian context of the Regional crisis, and in particular the specific issues of interest for HI’s advocacy strategy and HI’s humanitarian policy, in synergy with the Area Coordinators and the Humanitarian Policy Coordinator;
    • Contribute to the analysis and exploitation of quantitative and qualitative data on breaches of humanitarian principles, use and impact of forbidden weapons and EWIPA, and on barriers on access to humanitarian assistance for vulnerable groups;
    • Support the identification and treatment of key issues which might need / justify an advocacy response and/or the elaboration of an internal policy/position;
  2. External Representation
    • Represent HI on Regional Crisis related issues, in particular at field level and/or at Mission level, in coordination with the Humanitarian Policy Coordinator;
    • When relevant, participate in international advocacy events, in coordination with the Humanitarian Policy Coordinator (conferences, public events, donor country briefings, etc.);
    • In coordination with the Humanitarian Policy Coordinator and the Area Coordinators, represent HI in advocacy discussions with national authorities, NGOs, UN agencies, national authorities, donor agencies and governments, human rights organizations, and other relevant stakeholders;
  3. Advocacy and Communication Products
    • Produce written materials for publication, such as policy papers, articles, press releases, testimonies and reports, in collaboration with the Advocacy and Communication manager, HI’s Advocacy Unit and HI’s Communication Unit;
    • Draft talking points, key messages, PPT presentations and/or speeches for oral presentations / discussions;
    • Extract and analyse qualitative and quantitative data from secondary sources and/or internal reports, for advocacy and communication purposes;
    • Ensure that all advocacy and communication messages, documents and strategies respect HI’s guidelines on public communication, are evidence-based, drawn from field experience, direct witnessing, and reliable quantitative and qualitative data;
  4. Reporting and Capitalization
    • In collaboration with the Advocacy and Communication Manager, maintain at mission level a contact list of relevant advocacy stakeholders and a dissemination list for advocacy and communication products;
    • Create and manage any other necessary internal tool for advocacy and communication;
    • Prepare an handover report at the end of the assignment;

 

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 

 

REQUIREMENTS

 

Education and Experience:

  • Mandatory:
    • A relevant university degree e.g. Social /political sciences, human rights, Law, humanitarian aid, and/or communication, etc., Preferably: master degree;
    • At least 4 years of professional experience;
    • At least 2 years of professional experience in advocacy, communication, protection and/or human rights issues, in NGOs and/or institutions;
    • Previous experience in humanitarian contexts;
  • Desirable:
    • Previous experience on the Middle Eastern context;
    • Previous experience with Handicap International would be an asset;

 

Professional and Personal Skills:

  • Excellent writing and reporting skills;
  • Proven representation experience and ability to speak in public;
  • Strong level of autonomy and initiative;
  • Strong interpersonal and intercultural skills;
  • Ability to work under pressure;
  • Diplomat, able to work collaboratively in a team;
  • High level of motivation and proactivity;
  • Extremely rigorous and precise, attention to details;
  • Practical and problems solve;
  • Ability to deal with complexity at different level;
  • Ready and able to travel in the Middle East;
  • Facility to resume, share and consolidate information;
  • Ability to deal with rapidly changing context and plans;

     

Computer Skills:

  • Strong computer skills (use of MS Word, Excel, Outlook and other relevant software);

 

Language:

    • English native speaker or excellent English speaker (both oral and written);
    • Arabic would be a strong asset;
    • French would be an asset;
