Responsibilities:

1. Establish and maintain contacts with a variety of local actors, including using networks among local rights activists and organizations to expand HRW’s monitoring capabilities and access to information; where possible these contacts will include government officials;

2. Assist with monitoring human rights conditions and documenting abuses by collecting and analyzing information from a wide variety of sources including governments, local media, NGOs, victims, witnesses, and journalists;

3. Follow up on specific cases of human rights violations, as requested by the Egypt Researcher or Libya Researcher;

4. Advise MENA staff on local media advocacy;

5. Under the guidance of the Egypt and/or Libya Researcher, provide written analyses and write-ups of interviews, and, when appropriate, first drafts of briefing papers, letters, news releases, submissions to international bodies, etc.;

6. Assist in preparing reports for discussion with governmental officials, NGOs, intergovernmental organizations (IGOs), and other external partners, as requested;

7. Coordinate local logistical issues, such as finding fixers and translators;

8. Advise the Egypt and/or Libya Researcher on security issues, particularly regarding field missions, including by developing contacts in insecure areas who can provide timely and trustworthy advice on security conditions and precautions;

9. Depending on the assessment of the security situation, travel to Egypt or Libya with other researchers or staff, and independently, to conduct research; travel internationally as appropriate to attend specific trainings or planning sessions; and

10. Perform other duties as required. Qualifications:

Education:

A bachelor’s degree or its equivalent in international relations, law, journalism, social sciences or relevant studies is required. Experience: A minimum of one year of experience working in an office environment or assisting in field research is required. A background in human rights, legal, political science, development, or journalism is preferred.

Related Skills and Knowledge:

1. Excellent oral and written communication skills in English and Arabic are required.

2. Considerable knowledge of the broader political and socioeconomic situation in Egypt and Libya is highly desirable.

3. Demonstrated knowledge of and commitment to human rights issues are required.

4. Ability to multi-task effectively, including having good planning and organizing skills and ability to work well under pressure are required.

5. Strong interpersonal skills in order to work collaboratively within HRW as well as with external partners are required.

6. Excellent computer skills and internet/social media research skills are required.

7. Strong initiative and follow-through, the capacity to think creatively and strategically, and excellent writing and editing skills are required.

8. Ability to make sound decisions consistent with function is required.

9. A considerable network of contacts with lawyers, activists, and journalists in Egypt is strongly preferred. Other:

Applicants for this position must possess current work authorization in the country they reside in for the duration of the position. Preferred locations include Berlin, Tunis, and Beirut, but other locations will be considered.

Duration:

This is a full-time (40 hours per week) fixed-term position for up to 1 year, starting immediately, with the possibility of extension dependent on funding.
