TERMS OF REFERENCE Evaluation of a project ‘Addressing Gender-Based Violence in Syrian Communities residing in Lebanon’.
Area of Intervention: Chatilla Camp, Beirut.
1. CONTEXT
Syrian refugee women and girls are far from home, with little hope of returning soon. Women and children today constitute roughly 80% of the Syrian refugee population in Lebanon, with 34% of households run by women. They often live in unsafe dwellings and face great financial insecurity.. This has made Syrian refugees increasingly vulnerable, with women and girls at high risk of being subjected to survival sex and early marriage as coping strategies, as well as increased domestic violence and sexual abuse. Many women and girls lack the confidence and the tools to address violence against them, and have little knowledge and awareness of their body rights.
Hivos and its local partners are helping Syrian women and girls combat gender-based violence (GBV) in their communities. Hivos’ approach has been to combine traditional services like psychosocial counseling, support groups, safe house provision, and voluntary counseling and testing (VCT) for sexually transmitted infections, with non- traditional awareness and empowerment techniques such as interactive theatre and art expression.  Interactive theatre therapy aims to allow women to find their voice and express their personal stories of violence, forced marriage and sexual abuse.
Hivos seeks to conduct an evaluation of this project. Specifically, we seek to evaluate the interactive theatre therapy methodology as a means to raise awareness on GBV in Syrian communities and to empower women to address it. The evaluation will be used by Hivos and its local partner to assess the impact of the interactive theatre methodology and to document lessons learnt, on which future projects can be based.
2. OBJECTIVES OF THE EVALUATION
The evaluation aims at assessing the impact of interactive theatre therapy sessions implemented in Chatilla camp with Syrian women refugees, to ensure that Hivos and its local partner’s future projects are grounded in the lessons learned derived from it.
Main questions include:
Has there been any noticeable behavioural/perspective change in the target group?
Do community members know what services related to GBV exist and how to access them?
What were the main positive and negative changes produced by the project implementation?
What part of the intervention was most important in catalyzing the change?
What were the challenges in implementing the project?
How were risks mitigated?
What were the main lessons learnt from activities implemented?
3. EVALUATION IMPLEMENTATION
The selected consultant will ensure the evaluation team will run the evaluation, in coordination with Hivos and the local partner. The consultant is responsible for the timely submission of all deliverables including developing the methodology and submitting the final report. .
Evaluation Plan
An evaluation plan will be elaborated and submitted to Hivos for comments in the 3 days following the signature of the contract.
The plan should include:

A detailed evaluation methodology, including draft questionnaires to selected key informants;
A proposed list of key informants to be interviewed;
A proposed schedule of field visits to Chatilla camp as part of the evaluation;
An evaluation timeline for the fifteen (15) working days assigned to this activity, including time for report writing, presentation to Hivos and the local partner, and revisions of report for final submission.

Geographical coverage and logistics
The study will be conducted in one of the intervention areas of the project, Chatilla Camp in Beirut. Hivos and its local partner will facilitate access.
Deliverables
a) Final report of the evaluation of a maximum of 15 pages, including the executive summary. The detailed report template should be proposed by the selected consultant as part of the evaluation plan, but should at least include:

Executive summary of no more than two pages
Overview of the context
Organization and program background
Evaluation methodology
Evidence-based conclusions on each of the three evaluation objectives, as outlined above
Lessons learnt
Annexes, including questions used during interviews

b) Meeting to present the results of the evaluation, collection feedback from Hivos and its local partner.
4. LENGTH AND DURATION OF THE EVALUATION
The evaluation will be for a length of 15 working days from the signature of the contract. The initial results will be submitted to Hivos 5 days before the end of the contract. The consultant will be invited to present results during a meeting. Following the meeting, based on the feedback the consultant will finalize the report which will be presented to Hivos 2 days later.
5. CONSULTANT PROFILE
Master’s degree or equivalent in social and/or sciences, with a preference for gender studies. Considerable experience in gender equity programmes, women’s empowerment and gender-based violence programmes. Extensive experience in running programme evaluations, preferably of gender-based violence programmes. Experience in and knowledge of the situation of Syrian refugees in Lebanon is preferred.
Good aptitudes in written and oral communication skills.
Fluent knowledge in written and spoken English and Arabic.
Willing to conduct field visits to Chatilla camp.
