himaya, in partnership with Worldvsion, is implementing Child Protection Policies (CPP) in 15 private and semi private schools in Lebanon (Beirut, Mount Lebanon, Bekaa, Akkar, South).

 

A Child Protection Policy (CPP) is adopted as an institutional pledge to prevent intentional and non-intentional harm to children by setting guidelines and procedures. It is a commitment by an organization to create a positive environment for children where all members act consistently to preserve and promote the wellbeing of children.

Developing a CPP is a process that will allow the schools to identify possible risks to children, and, to clarify acceptable behaviors when communicating with children. It will specify recommendations for training staff members on their responsibilities as well as how to detect and react to signs of child abuse. The referral process will be clearly defined in the CPP, staff members will know how to confidentially report and refer any identified cases of child abuse as per national guidelines. Finally, the CPP will offer recommendations for the screening of resumes and interviewing candidates to ensure that the staff best suited to work with children are hired. The CPP will be adapted to the context of each school by taking into consideration operations, existing policies, organizational structures and the input of community members.

 

himaya’s  Prevention program conducts awareness activities on child protection (CP) and life skills (self protection skills, self development) for children and caregivers in camps, schools, NGOs etc. The Prevention program team also trains organizations and community members on CP and life skills in order to for them raise awareness about CP in their community. The Prevention team uses 4 curriculums (children with disabilities, life skills, child marriage, child labor). The objective is to help children be safe and sensitize communities on CP topics.

 

Job summary

 

himaya is looking to hire a consultant to:

 

  • Develop an evaluation framework for the implementation of the CPPs. The aim is to be able to measure the impact of the CPPs in terms of their effectiveness. himaya is interested in measuring the short-term, medium-term and long-term outcomes of the CPP through a clear M&E plan.
  • Develop M&E tools for prevention program activities. The objective is to measure knowledge increase and impact

 

 

 

Responsibilities And Obligations:

 

CPP project

 

The consultant will work directly with himaya’s Capacity Building and Research & Development department on the following tasks:

 

  • Breakdown the project into major objectives, activities and outputs
  • Develop indicators for each these objectives, activities and outputs
  • Develop tools for measuring the indicators (would include surveys, checklists, self audit tool for school)
  • Review existing evaluation tools used by himaya’s team (would include needs assessment form, field visits assessment tool, prepost test and end of training evaluation)
  • Train himaya’s team on using the tools and on data collection and analysis
  • Train himaya’s team on writing an impact evaluation report
  • Pilot tool to ensure its reliability and validity before widespread use
  • Coach himaya’s team in using the tool upon need (agree on number of meetings)
  • Review the final evaluation report prepared by himaya’s team at the end of project and provide feedback

 

Prevention team project:

 

The consultant will work directly with himaya’s Prevention program on the following tasks:

 

  • Review existing M&E tools used by the Prevention program
  • Update or develop new M&E tools for the 4 curriculums of the Prevention program
  • Develop new tools for awareness sessions for the Prevention program (such as prepost tests)
  • Develop new tools for trainings for the Prevention program
  • Train himaya team on using the tools and data analysis and writing impact report
