Habitat for Humanity International (HFHI) is a nonprofit, ecumenical Christian housing ministry. The purpose and goal of Habitat for Humanity International is to eliminate poverty housing and homelessness from the world, and to make decent shelter a matter of conscience and action. 

The Successful candidate will facilitate the implementation and roll out of the contracts and drive the procurement process for the ME Projects.

 

Key areas of responsibilities:

 

Contracts management

  • Work closely with area and national offices on contract and procurement management issues for ME programs and projects.
  • Prepare and review contract agreements and tender documentation in close cooperation, where required, with EMEA legal specialists.
  • Establish and maintain contracts management database for all projects, including existing HFH contract templates and draft any new forms required as agreed with EMEA legal specialists.
  • Monitor contract administration of projects by national office in Lebanon and branch office in Jordan, and provide assistance on contractual and dispute issues during the implementation of projects.
  • Recommend forms and types of contract to be used on projects.
  • Provide capacity building /training on contract and procurement management for national and branch staff.
  • Update knowledge on contractual and procurement issues.

 

Procurement

  • In accordance with HFHI Procurement Policy and HFHI Procurement Procedure, assist in selection of appropriate suppliers and contractors, to promote good procurement practice with due regard to sustainability, ethical purchasing standards and whole life costing
  • To arrange production of appropriate tender and contract documentation
  • To draft and advise on contractual terms and conditions as appropriate, ensuring approval of such is obtained as per policy.
  • To produce and manage the production of tender lists and obtain tenders and quotations in accordance with the Procurement Policy and Procurement Procedure.
  • To manage the dispatch of tender documentation and co-ordinate responses to tender enquiries as appropriate To advise on the appraisal and evaluation of bids on the basis of financial and non-financial criteria coordinating and documenting the process to maintain robust and transparent records in accordance with the HFHI Procurement Procedure.
  • To have an up-to-dated knowledge of related procurement legislation

 

Suitable candidates will need to satisfy the following requirements:

  • Undergraduate degree in related field or equivalent. Contract Law background preferred.
  • Good understanding of basic contract, financial and procurement management principles.
  • At least 5 years relevant experience
  • Knowledge of and experience with contractual and procurement requirements of major donor agencies such as USAID, EU, DIFID… preferred.
  • Strong analytical skills. Detail oriented and ability to interpret agreements and other contractual documentation.
  • Strong Communication skills – both oral and written.
  • Patience and perseverance in understanding and explaining issues with field staff.
  • Ability to develop and lead appropriate training program in contract and procurement management.
  • Requires a high level of organizational skills. Must also have a proven track record of successfully training, developing/mentoring.
  • Must have ability to work effectively in a cross-cultural environment with multi-national staff.
  • Ability to work under pressure and with minimum supervision, be a self-starter, team builder, innovative and demonstrate the capacity for maintaining high professional standards.
  • Travel to national offices will be a requirement to review contract and procurement compliance, conduct trainings etc.
  • Fluency in English. Arabic and French language ability preferred.
  • Willingness to affirm the HFHI mission, vision and values.
