GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa and Akkar financed by International Donors mainly in WASH sector.

GVC is actually recruiting personnel to cover the position of 1 Senior Procurement & Logistics Officer to support activities in Zahle, Lebanon.

Job Title: SENIOR Procurement & Logistics OFFICER

Duty Station: GVC Office in Zahle with travels to other GVC mission’s offices.

Line Manager: GVC Area Manager/Procurement and Logistic Manager.

Responsible for: Coordination and implementation of GVC procurement and general logistics at mission level. 

 

MAIN DUTIES AND RESPONSIBILITIES:

Team Management

  • Directly manage the driver in Zahle office and ensure an efficient management
  • Assist the team in performing and understanding their roles and responsibilities in terms of interaction with admin, programs, finance and other departments.
  • Facilitate procurement aspects of program planning, and upcoming procurement activities.
  • Work with GVC staff to ensure smooth introduction and adoption of procurement systems.
  • Work with finance compliance and other departments to mitigate fraud, conflict of interest

 

Procurement

  • Be responsible for full and proper implementation of GVC rules and procedures, procurement systems, compliance and control as described in GVC procurement manual
  • Manage relationships and contracts with the supplier for program needs.
  • Manage the relationships, as the focal point for procurement, with all program and project managers and their teams
  • Develop a detailed and time bound procurement plan in close coordination with Program for procurement of goods and services for each project based on their needs. Follow up these plans on regular basis and adjust according to situation. Bring issues to the attention of management if any support is needed to successfully implement such plans
  • Develop tender documents and manage supplier selection process.
  • Manage the right archiving of all the procurement procedures (hard copy and server) and fill all procurement documentation according to GVC filing system.
  • Come up with list of goods and supplies being regularly procured to source them through framework agreements. Liaise with finance to ensure compliance and payment schedules.

Logistic

  • Ensure a smooth and smart management of GVC premises in Zahle,
  • Develop the capacity of logistic team members
  • Ensure that the logistic needs of GVC mission are captured and addressed
  • Ensure the efficient coordination within the logistic team, with other departments and with programs.
  • Ensure the coordination of logistics needs with the other GVC Offices at country level.
  • Manage GVC fleet management in Zahle, coordinate movements with other GVC bases and respect of rules and tools. Liaise with other offices to manage equipment and stocks, and liaise to purchase and deliver.
  • Ensure the coordination within logistic team in order to update GVC inventories for equipment/assets and for GVC warehouse.
  • Liaise with the Logistic focal point of the assets and the IM Officer for IT equipment needs.

 

Required – Qualifications:

 

  • Degrees/qualifications in logistics, trading, international relationships, law, project management
  • 3-5 years of experience in logistics and procurement, including office management, contract management, negotiation and tender procedure
  • Previous experience in NGO highly appreciated, previous experience with association as well
  • Previous experience in an international context appreciated
  • Good knowledge of the social and economic Lebanese context and the Lebanese market
  • Language of work: Arabic and English
  • Excellent writing skills in Arabic and English
  • Knowledge of Italian is a plus
