GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa and Akkar financed by International Donors mainly in WASH sector.

GVC is actually recruiting personnel to cover the position of 1 Protection Field Officer to support activities in Akkar.

Position Title:                  Protection Field Officer

Reporting to:                   Field Coordinator

Duty station:                   Kobayat office (Akkar) with daily travel to project areas

Salary grade:                   G5/L1

 

RESPONSIBLE FOR: 

  • Promoting community empowerment
  • Upholding and mainstreaming protection principles and standards
  • Ensure a positive and respectful work environment
  • Supervision, implementation and quality control of individual protection approach
  • Participation to the identification of protection risks at community level and their reflection into Protection Response Plans
  • Technical supervision of 4 Protection and Empowerment Workers

 

MAIN DUTIES AND RESPONSIBILITIES

 

  1. Individual Protection Approach

 

  • Ensure that service mapping is up to date;
  • Provide regular trainings to field teams in charge of identification of families and individuals in need of material assistance or case management to ensure they are aware of changes to the mechanism, new or changes to service providers or referral pathways;
  • Provide First Level validation to assessment reports;
  • Responsible for internal and external referrals;
  • Ensure that protection incidents are immediately identified and referred to the right service provider;
  • Ensure compliance to data protection protocols;
  • Support MEAL department in client satisfactory assessment;
  • Organize bi-weekly meetings to discuss the identification and referral process involving protection specialist and other colleagues or external actors needed;
  • Participate in advocacy built on data analysis of referrals (i.e. bottlenecks, gap in services, …);
  • Participate in Protection WG, Child Protection in Emergency WG, SGBV WG, Health WG and Basic Assistance WG at regional level.

 

 2. Community Protection Approach

The CPA is a methodology which comprises a context-specific process of multi-sectorial assessment and right-based analysis to determine immediate patterns of risks and analyze the degree of the population’s resilience against such risks. Throughout this, local protection strategies are elaborated and designed to increase the capacities and empower the communities and individuals, reduce exposure to harm and develop local strategies to increase protection from the impeded access to safe and dignified life.

 

 a. CPA Data Collection

  • Support the Protection Specialist in Legal Mapping activities;
  • Supervise identification of vulnerable groups and individuals through data collection tools (Multi-Sector community risk assessment, FGD, individual interviews, …), ensuring their participation to CPA and IPA when necessary;

 

 b. CPA Data Analysis

  • Actively participate in the protection analysis of data collected during phase 1 of CPA (Data Collection);
  • Contribute to the validation of contents of Protection Analysis, Community profiles, PRP;
  • Identify programmatic actions to respond to the protection problems identified by the community;

 

 c. CPA Implementation

  • Protection Response Plan – ensuring protection programming and mainstreaming in response plan guided by GVC Protection strategy;
  • Support in advocacy and communication activities when required;
  • Coordinate with CPA Officer to ensure continuous assessment and evaluation of activities within the CPA;
  • Participate in coordination meetings with CPA Officer, Field Coordinator, Multi-Sectorial Coordinator to ensure proper management of field teams;
  • Participate in regular meetings with Protection Specialist, CPA Specialist and Program Manager;
  • Liaise with other agencies to provide prevention and response services to addressed communities.

 

 3. Reporting

  • Regularly report on outcomes of referrals;
  • Ensure all the documentation is appropriate and properly maintained;
  • Ensure appropriate weekly planning and reporting to Field Coordinator and Protection Specialist;
  • Contribute to and facilitate effective information management through the provision of disaggregated data on populations, problems and coping strategies;
  • Support the IM officer in reporting on Activity Info.

 

 4. Management and technical supervision

  • Weekly follow up with Protection and Empowerment workers;
  • Provide technical supervision to field teams in charge of identification.

 

QUALIFICATIONS

  • Bachelor Degree in social science, psychology, international politics or similar subject
  • At least 3 years of previous experience in the protection humanitarian sector
  • Excellent knowledge of Microsoft Office, in particular Word and Excel
  • Fluency in written and spoken English and Arabic
  • Driving licence

EMPLOYEMENT CONDITIONS

  • Contract duration: 9 months full-time with possibility to renew depending on funding with 3 months’ probation period;
  • Required Starting Date: Mid-February 2019;
  • Duty Station: GVC Kobayat office with daily field activities in target areas
  • In case of Emergency activities can be protracted during Weekend or Public Holiday. In such cases, form of compensation (additional recovery days, etc.) according to National Laws will be granted
