GVC has been working in Lebanon since 2006 and is now supporting vulnerable population in Lebanon through WASH, shelter, basic assistance and protection interventions aiming at increasing the resilience of the concerned communities, in North Bekaa (Baalbek-Hermel Governorate) and in Akkar.

MADAD PACT

MADAD PACT is a platform for partners funded under the EU Regional Trust Fund in Response to the Syrian Crisis (MADAD) working in the implementation of water stabilization projects in Lebanon. MADAD PACT members aim to discuss and coordinate joint evidence-based advocacy to support and shape EU policy formulation on issues relevant to the WASH sector and to streamline their policies and advocacy toward national, regional and local authorities.

 

The MADAD PACT Coordinator responds to the Members of the MADAD PACT in terms of the activities and tasks assigned to him / her through MADAD PACT, respecting the capacity and resources available to the Coordinator. He / She acts as an independent facilitator for all the members of the MADAD PACT.

 

The MADAD PACT Coordinator is hosted by GVC under the NRC-led Consortium, however does not represent or speak on behalf of the hosts, in his / her capacity relevant to the MADAD PACT. The MADAD PACT Coordinator responds to the NRC-led Consortium only in terms of achievement of indicators relevant to the MADAD PACT.

Main tasks and responsibilities

Within this framework, GVC is recruiting a MADAD PACT Coordinator. He/She makes sure that MADAD funded NGOs identify common themes, communicate regularly amongst each other and with the donor and facilitates the development of a joint advocacy strategy and its implementation.

  • Coordinates the MADAD PACT (MADAD evidence-based Policy and Advocacy Coordination Table) according to the tasks defined in the TOR for the MADAD PACT approved by the focal points of partner organizations;

 

  • Supports the Water Sector Stabilization Working Group by coordinating member inputs, following up on tasks, monitoring their progress towards achieving the objectives set by the Water Sector Stabilization Group;

 

  • Supports the identification and definition of common evidence-based advocacy and policy amongst the actors financed by EU MADAD and to support EU policy-making, through facilitating the development of an advocacy and policy strategy on issues of common interest to the MADAD PACT;

 

  • Organizes and moderates meetings for MADAD PACT and in support of the Stabilization Working Group of the Water Sector and additional ad-hoc meetings upon request and need;

 

  • Acts as an independent facilitator for all the members of the MADAD PACT;

 

  • Shares relevant information with MADAD PACT partners and Water Sector Stabilization Working Group members respectively in a timely and clear manner and establishes routine project communication methods to keep members informed;

 

  • Attends the meetings of coordination bodies such as the WASH Sector meetings and LHIF to report relevant developments in the sector to the MADAD PACT and regularly exchanges information with the WASH Sector and LHIF Coordinators on developments;

 

  • Provides quality assurance of advocacy and policy talking points or materials related to the MADAD PACT and ensures adequate prior involvement and representation of the partners in publications and other communications materials/events produced by the MADAD PACT;

 

  • Ensures that decision making processes of the MADAD PACT are respected and transparently conducted.

 

  • Ensures accurate and timely reporting of activities according to donor and other applicable timeframes and formats requested by GVC or the consortium lead (NRC);

Professional experience

  • Strong experience in the related field (7-10 years’ experience, 5 at management level)
  • High degree diploma, technical experience in the water development sector will be an asset
  • Experience in coordination fora, discussion facilitation and ensuring a participatory approach
  • Experience in NGO compulsory, preferably in emergency context and MENA
  • Strong interpersonal and intercultural skills
  • Ability to work under high pressure with a great level of personal organization
  • High sense of integrity and diplomacy

  • Fluent in English both written and verbal
  • Good coordination, facilitation, leadership and communication skills
