Technical Advisor “Income and Employment Generation” – Local Development Programme for Deprived Urban Areas in North Lebanon (UDP-NL)

A. Required qualifications, competences and experience

Qualifications:

  • University Degree/Master’s Degree in Economics, Commerce, Business Administration or other relevant fields

Professional experience:

  • Minimum of 4 years’ professional experience in the field of “Income and Employment Generation”
  • Proven work experience in “Business promotion/supporting Start-Ups and MSME /Business Development Services (BDS)”
  • Proven work experience in “Employment promotion/Vocational Training” for youth and women as well as experience in assistance for occupational orientation and life skills.
  • Proven work experience related to the field of work with relevant institutions and stakeholders in the national context e.g. public institutions, chambers, authorities, private sector.
  • Good knowledge of national labour market situation, value chains etc. with focus on youth and women and very good knowledge about Lebanese trade environment and its institutional setup.
  • Proven experience in managing and implementing issue related events like workshops and seminars, PR & Communication preferably in the development context.

Other knowledge, additional competences:

  • Excellent communication and cooperation skills.
  • Excellent knowledge of English and Arabic language in written, verbal communication and reporting skills, knowledge in German language is a plus (working and reporting language is English).
  • Excellent working knowledge of IT technologies and office computer applications (e.g. email, internet, MS Office).
  • Customer and service-oriented attitude.
  • Excellent time management and ability to work goal-oriented and timely.
  • Very good intercultural and interpersonal skills and willingness to work with a multi-cultural team.

B. Responsibilities:
The position holder will be responsible for:

  • Contributing to the development and implementation of the project’s output Module 1 “Income and Employment Generation” and for subject-matter issues related activities.
  • Coordinates and ensures timely implementation of module related processes and activities.
  • Identification and supporting contracting of service providers for local consultants, NGOs, CBOs or other implementation partners.
  • Steers and monitors partners who are commissioned with implementing activities.
  • Checks and confirms invoices from local consultants and implementation partners.
  • Contributes to the development and implementation of a monitoring and evaluation system for the activities under the Module 1.
  • Reports on outcomes in output area of Module 1 in line with the project’s performance indicators.
  • Facilitating and organizing of meetings and preparing minutes of meetings.
  • Assuring quality and affirmation with regulated processes for all tasks conducted.
  • Contributing to innovation and knowledge management.
  • Strictly applying a “Do-no-harm” approach in implementing activities
  • Establishing and regularly updates work plans and maintaining a good flow of communication and information between all involved stakeholders.
  • Continuously reporting, coordinating and providing timely feedback to the Module Coordinator and the Programme Director on status of activities and details of projects implementation.

C. Tasks

1. Implementation of the project:

In this context, the position holder fulfils the following tasks:

  • Collecting and assessing data and relevant information in the fields of activities.
  • Evaluating and verifying the data collected and received by relevant stakeholders and advising on the technical field of implementing.
  • Assisting and monitoring the development and implementation of project/programme plans.
  • Accompanying the process of selection of sectors and value chains.
  • Drafting documents and meeting reports to build common positions with relevant stakeholders and partner organizations.
  • Will support the elaboration of an operational plan for the future activities of the component.
  • Supports in developing and implementing of non-formal vocational training courses for youth and woman as well as assistance for occupational orientation and life skills”.
  • Will support the design of service offers for capacity development of SME in the selected sectors and value chains.
  • Supports in elaborating agreements with implementing partners in cooperation with the module coordinator.
  • Conducting needs assessment and preparation of support activities to BDS and start-ups.
  • Deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project’s activities.

2. Advising the partner institution(s):

The position holder:

  • Supporting and providing professional advisory services to implementation partners as well as other partners and presentation of common positions addressing different issues that impact value chains, income generation and employability or vocational training.
  • Facilitating dialogues and developing common positions in the selected sectors and value chains focusing on compliance with standards and working conditions, social compliance and employment rights.

 3. Networking and cooperation:

The position holder:

  • Supports cooperation, regular contact and dialogue with implementation partners and consultants and cooperates with all stakeholders in the project/programme environment and with other projects to improve and maintain good working relationships.
  • Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project.
  • Participates in weekly staff meetings and program related meetings.
  • Represents the program and its interests in meetings and conferences held by third parties.
     

4. Knowledge management:

The position holder:

  • Ensures knowledge transfer to project/programme information.
  • Draws up technical reports and presentation documents.
  • Prepares appropriate input for various project/programme reports including annual reports and contributes to other reports required by the programme. 

5. Coordination tasks:

The position holder:

  • Organizes and manages meetings and review sessions to incorporate feedback from partners.
  • Coordinates planning, attending and documenting events and training workshops with regards to the development of specific recommendations for actions in the sector.
  • Coordinate activities under Module 1 with the 2 other modules of the project.

6. Other duties/additional tasks:

The position holder:

  • Coordinates effectively with colleagues in the administrative divisions.
  • In case of field trips with non-Lebanese colleagues, translates English / Arabic.
  • Represents the interests and always acts on behalf of GIZ.
  • Performs other duties and tasks at the request of the Module Coordinator and the Programme Director

  
Description of the programme:

The overall objective of the Local Development Programme for Deprived Urban Areas in North Lebanon (UDP-NL) is to contribute to political stability in the region through addressing critical issues to stability and conflict prevention, more inclusive economic development and social cohesion. The main target groups are vulnerable youth and woman.
 
The programme is focusing on the following three results:

  1. Increased livelihoods of the youth and the woman of the targeted communities.
  2. Improved urban environment.
  3. Greater openness of the youth and children of the various communities to each other.

 

The results are reflected in the three organisational modules of the programme:

Module 1 is to promote the income generation capacities of youth woman and other vulnerable groups by providing assistance to the development of Micro, Small and Medium Enterprises, strengthening the local economic development supporting skills development and providing access to short term income opportunities.

Module 2 is to implement the interventions targeting the improvement of the urban environment through investments in the construction and rehabilitation of urban infrastructure.

Module 3 targets social cohesion by promoting inter-community relations between the youth of the different communities.
