Call for Expression of Interest:

 

Local consultant interested in providing support services for the design, management and coordination of “cash for work” activities for the Construction and Training Program (ConTra) of GIZ Lebanon.

1. Context

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH provides services in the fields of international cooperation for sustainable development and international education, working around the world to shape a future worth living. As a federal enterprise, GIZ supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The ConTra-Project, implemented by GIZ-Lebanon is part of the special initiative “Tackling the root causes of displacement, stabilizing host regions, supporting refugees” (German Federal Ministry for Economic Cooperation and Development) and implements a Construction and Training programme with the Ministry of Social Affairs (MoSA) as governmental partner. The programme involves vulnerable Lebanese citizens and displaced Syrians in the improvement of municipal infrastructure through employment-intensive construction measures. The Cash for Work activities offer a temporary job opportunity with income to the beneficiaries and thus improves the living conditions in the partner municipality. Selected participants will attend a training to qualify for long-term employment opportunities in the construction sector.

The nine partner municipalities of ConTra have been selected in cooperation with the institutional partner MoSA. During the programme duration, ConTra intends to implement in total 15 activities in Ras Baalbeck, Deir el Ahmar, Al Bohaira, Tal Znoub, Bkassine, Baadaran, Falougha, Ablah and El Qaa. 

2. Objectives

ConTra seeks support in designing, managing and coordination the Cash for Work (CfW) activities, especially in the construction component of the programme. Cash for work is an instrument used by several organisations and programmes in 4 countries where most refugees in the context of the Syrian crisis are seeking support and shelter. The CfW concept creates short-term employment opportunities mainly for unskilled worker. In the ConTra programme the short-term employment opportunity is 60 working days and will be combined with “on-the-job” training that aims to enhance the chances for the unskilled worker on the job market.

The consultant shall be experienced in designing implementation concepts that include CfW activities with a focus on labor intensive construction measure in the construction sector.

  • The consultant shall coordinate closely with the technical staff of the programme (architects) as well as with the contracted construction companies and plan how many workers are to be seconded on which construction site and ensure that all construction activities have enough manpower to implement the construction measures efficiently.
  • Managing the CfW activities includes the monitoring of workdays, documenting the labor and reporting to the programme on the work assignments as the prerequisite for the per diem payments to the workers.
  • The consultant also coordinates with the local authorities in the partner municipalities and provides security briefings for the CfWorkers and coordinates other basic training sessions in the construction context.
  • The consultant ensures and coordinates with the programme and the partner municipalities that all CfWorkers are fed, transported, and insured.
  • The consultant develops a concept for a complaint mechanism for all CfWorkers that is coordinated with the psychological expert in GIZ Lebanon.
  • The consultant coordinates with the regional training centers that are pre-selected by the programme and drafts a training plan for the CfW groups, detailing what trades can be trained in which training center / or on site.

3. General scope of work

The requested scope of services as specified under 2. “Objective” must be provided for ten, partially overlapping construction measures of which up to 4-5 will be implemented simultaneously. On each of the 10 construction sites up to xx Cash Worker will employed, each up to 60 working days.

4. Requirements for interested consultants/group of consultants/company

  1. The consultant shall have at least 3 years of working experience in personnel resource planning as well as management, coordination and control of personnel deployment of worker in the context of various simultaneously implemented construction projects.
  2. The consultant shall have at least 1 year of experience in managing Cash-for-Work activities
  3. The consultant shall have at least 3 years of experience in working with the construction sector, architecture or engineering, from that at least 1 year in Lebanon
  4. The consultant shall have at least 3 years of experience in working with the development sector
  5. The consultant shall have at least 1 year of experience in gender-sensitive communication and conceptualization.
  6. The consultant shall be able to communicate written and spoken fluently in Arabic and English language

Important Notes and general assessment criteria:

  1. Only applications containing the mentioned documents will be taken into consideration.
  2. Only applications fulfilling all minimal requirements as requested in chapter 4. will be taken into consideration.
  3. A minimum of 75.000 USD (or an equal amount in LBP) is requested as annual turnover during the last 3 years (see annex 12a), applications below this will not be taken into consideration.
  4. After evaluation of the applications max. 8 companies with the highest score will be shortlisted and asked for an offer.
