About RUWAD HOKOUK (FR)
Ruwad Houkouk FR, is working toward:
1) promoting the protection of stateless person by advocating for legal reforms and enactment of a comprehensive Nationality law, and modernizing the Personal Status Records law, and initiating a new law on Personal Status; 
2) Strengthening access to justice for the refugees and stateless community living in remote rural areas.
Both components complement each other and should lead to improve the humanitarian aspects of this population in terms of right to identity and to basic fundamental rights such as education, health, and work.

 

Project Objectives

To reduce and prevent statelessness and promote legal protection for refugees and stateless persons in Lebanon.
Improve access to legal protection for refugees and stateless persons  through direct provision of services, networking and monitoring of relevant actors, including public institutions.
The organization and running of the newly established FRH Center for Legal Services in Akkar/North Lebanon.

 

Position Description

The Project Manager is responsible for the day-to-day management and implementation of the Project, including all substantive and administrative matters.

Responsibilities includes:

1.      Management of the Center

  1. Assist in the establishment of the Center.
  2. Monitor the Center’s staff & Volunteers, and maintain all related records.
  3. Supervise the Center’s operations and services.
  4. Report to Director and Coordinate with the Legal Officer & main office in Beirut.
  5. Handle minor accounting jobs: coordinate payments of bills for office maintenance; monitor petty cash and coordinate payments from petty cash with authorization of the Finance Manager.
  6. Record-Keeping and reporting: provide the HR with a monthly report of staff time worked and leaves.  
  7. Prepare and submit monthly evaluation of the team performance to the Director.
  8. Assist in all meetings and capacity building sessions for the staff & Volunteers.
  9. Manage any other tasks needed for the full and efficient functioning and performance of the center.

 

   2 - Project Management & Implementation  

  1. Implement, manage and coordinate project activities, from substantive, to administrative and financial applying strategic planning and systematic coordination of project activities
  2. Manage day-to-day project implementation and overall coordination of project outcomes.
  3. Ensure supervision of the Project and ensure effective communication and coordination between Frontiers and Partners.
  4. Elaborate and conduct an orientation and training for the staff and volunteers on the project activities.
  5. Prepare bi-monthly progress reports as per projects requirements on project activities such progress against planned activities, update on risks and issues, expenditures, and submit them to Frontiers Ruwad Director as appropriate. 
  6. Ensure the quality of outputs and results with optimal monitoring mechanisms; establish effective coordination, monitoring, information sharing and reporting system internally / externally.
  7. Ensure and provide all project visibility material for Social Media and Website.
  8. Contact and cooperation with the relevant local authorities, IGOs, NGOs, and other relevant parties related to the implementation of the activities (Network & Capacity Building).
  9. Verify and channel all requests for Project, administrative, logistical and other support and report all incidents related to security and issues of general concern to Frontiers Management.
  10. Manage the transfer of Project deliverables, documents, files, equipment and materials as per the standards procedures such as electronic and hardcopy filing systems.
  11. Prepare reports to donors and funders as per PPA requirements.
  12. Elaborate the strategic planning and priorities of the teams; provide the necessary and needed support for the teams for the implementation of the activities in time; and monitor the performance to ensure respect for deadlines, good quality and standards of the teams work.
  13. Ensure that the teams are respecting and adhering in the implementation of the tasks to the Association’s policy and office operational policies and procedures; ensure that all new staff and volunteers are provided with copies of the office policies manual and training manual.
  14. Ensure the coordination of the various components of the program in order to ensure coherence and synergy between the program components.
  15. Document all conducted activities, including memorandum of understanding, partnership agreements with local and international partners.
  16. Prepare and submit weekly evaluation of the team performance for the activities / Tasks to the Director.   
  17. Coordinate with the financial department concerning budget and expenditures manners.

 

Qualifications Required:

  • University degree Law, Management, Social Science, Political Science or equivalent
  • At least 5 years of working experience in a related field.
  • Excellent knowledge of human rights and relevant international standards.
  • Good computer skills in common word processing (MS Word), spreadsheet (MS Excel).
  • Excellent written and spoken Arabic and English;
  • Excellent communication and interpersonal skills
  • Ability to lead a team
  • Ability to manage legal and administrative operations
  • Ability to work under pressure and under tight deadlines
  • Living in the north (Akkar)
  • Able to travel in the Akkar area (Qobayat, Wadi Khaled...)
  • Car is an asset
