Liberal Alphabet: Art And Political Participation

Art may be political. But art is not at the service of politics. Art participates actively in the daily political discourse and, of course, in the political developments of its time. The respective spectrum ranges from (picture) commentaries to critical or ironic productions and even interventions. Pablo Picasso's "Guernica" for example made history as a stern signal against war. Joseph Beuys always intermingled with contemporary political discourse, also in an artistic way. And at the latest since the Arab Spring, "Street Art" has once again become more political and presents a serious artistic form of articulation in order to interfere with the social discourse. 
So, where does art end and where does political participation begin? What is the difference between civil and political engagement (if any)? What are the differences between Europe and the Arab Region in that matter?
