Job Title: National consultant - Monitoring Coordination
Minimum number of years of relevant experience required: University degree in laws and relevant subjects with experience of at least 10 years particularly in public institutions laws and regulations
Expected Start of Assignment:
Duration: 30 days spread over the project period
Location: Lebanon
Reports to: FAO Representative in Lebanon
Description of task(s) and objectives to be achieved (per mission if applicable)
The consultant shall work in close coordination with national and international consultants, and under the supervision of the project NPC to conduct the following tasks:
- Assess organizational structure and capacity to receive a risk management unit, particularly food safety monitoring system,
- Prepare a risk management module options to incorporate sustainable monitoring system, taking in consideration the integration of the four main directorate at the Ministry,
- Coordinate and evaluate the integration of food safety monitoring system with MoA that best fit to ministry rules, conditions and functions,
- Assess financial and budgetary implication of monitoring system incorporation within the MOA organizational structure
- Prepare a written job description for each of the incorporated position within the managerial and executive structure of MoA,
- Assign responsibilities to MoA employees according to their profiles and designated job description
- Report related to Output 2 of the outcomes shall be prepared in coordination with the national consultant in risk management and submitted to the project NPC clearly showing but not limited to, organizational structure of the Ministry, proposed integration of the risk management/monitoring system of food contaminants, functioning mechanisms, staff required together with job description.

Tasks 1, 2 and 3: A monitoring system for food contaminants is established and incorporated within the MOA organizational structure / Q1 – Q 2/ 1st year
Task 4: A financial and budgetary plan is established as a result of monitoring system incorporation / End of Q3 – 1st year
Task 5 and 6: A detailed description of personnel required to fulfil the implementation of monitoring food contaminants and their job descriptions / End of Q3 – 1st year
Task 7: A comprehensive report of all previous tasks is submitted / End of Q3 – 1st year
