Organizational Setting
 
The post is located in the FAO Representation in Lebanon. FAO is implementing the three-year Canada funded project “Support to women cooperatives and associations in the agro-food sector of Lebanon – GCP/LEB/030/CAN” in collaboration with the Ministry of Agriculture.
The project aims at supporting through cash transfer and employment vouchers 150 Lebanese women cooperatives/associations to develop and implement a business plan in the agro-food sector. The project environment will be prepared by a feminist awareness campaign delivered in all the Lebanese regions. In parallel, a study will be conducted to assess the agricultural sector from a gender perspective. The study will identify challenges and constraints of women in the agro-food sector and identify opportunities and potentialities.
Women cooperatives/associations will be provided with an extensive training package relevant to the cooperatives and the business. They will be coached by a group of trained facilitators to prepare feasible and profitable business plans. A number of the business plans will be selected for cash grant and labor voucher support.
During the project, the Directorate General of Cooperatives will be assisted and upgraded according to a Quality management system roadmap and the status of the National Observatory of Women in Agricultural and rural Areas (NOWARA) will be improved.
 
 
Reporting Lines
 
Under the overall supervision of the FAORs, the Lead Technical Officer (LTO), direct supervision of the project manager and under the light of the Farm Business School programme (FBS) integrated within the project context, along with the continuous and close coordination and collaboration with the “Business Consultant”, and other project experts, consultants and counterparts, the “Master Facilitator” should ensure the efficient and accurate selection, supervision, training, management and close follow up with a group of facilitators distributed across all Lebanese areas. His/ her support will play a massive role in the identification process of the project beneficiaries, as well as the monitoring, development, implementation, evaluation, and reporting requirements of the selected business plans throughout the project duration.

Business administration, agriculture, adult trainings in agriculture and agri-business, agriculture development projects within the light of FAO’s Farm Business School Training package.
 
 
Tasks and responsibilities
 
  • Coordinate the initiation of the project implementation with the Project Manager and project team
  • Support, the project team, in identifying potential beneficiaries (Women cooperatives/associations) across Lebanon.
  • Support the project team in identifying/selecting and distributing the project facilitators geographically according to the    geographic distribution of the project beneficiaries.
  • Act as a direct supervisor of the project facilitators across all Lebanese areas, ensuring close monitoring on their work    performance in terms efficiency and efficacy adequacy, quality.
  • Lead the organization of the facilitators’ work in coordination with the project manager and the business consultant.
  • Prepare a training curriculum and material adapted to the needs, project requirements, the local context and the cooperative/association types of work and activities in Lebanon, taking into consideration the FBS approach, and ensuring the necessary coordination with the project team and relevant consultants.
  • Conduct a 5-8 days training to a  group of 20-25  facilitators on the Farm Business School (FBS) programme, ensuring that it does not contradict with the upcoming business training content of the business consultant.
  • Follow-up on the training and capacity building that will be provided to the facilitators and support them when needed
  • Act as an administration focal point in the field and towards the Project Manager, thereby accountable for the accurate data collection and proper archiving of the necessary documents (attendance sheets, minutes of meetings, payment receipts, financial reports, evaluation documents…)
  • Develop a replacement mechanism to fill any gap occurring at the field level (absence or declining of facilitators, or any other reason)
  • Follow-up, at the field level, on the implementation of all project activities, ensuring the FBS guidelines are well considered and contextualized to the Lebanese conditions and local needs.
  • Prepare and regularly update a monthly field work programme for the facilitators, monthly work-plans and specific TORs once needed.
  • Support facilitators in applying the FBS approach to potential beneficiaries and delivering all the tasks required by the project to the beneficiaries, as per the curriculum and work­-plans initially developed and agreed upon.
  • Support facilitators in coaching the cooperatives/associations in the implementation of their business plans based on the training packages (FBS and business) they had passed through in the previous phases.
  • Certify facilitators’ work being done and reported timely, effectively and completely, ensuring a high level of integrity, honesty and consciousness among them. Promote the inclusive approach of the project among the facilitators, encouraging them towards the integration of individuals with special needs
  • Promote the importance of the environmental safeguards throughout the development and implementation of the business plans, based on the “Greening the Blue” initiative and other environmental considerations.
  • Follow-up with the targeted women cooperatives to ensure needs, problems and concerns are followed up and responded to according to the project requirements and limits
  • Create a supervisory mechanism for the facilitators, reporting and appraisal systems for identifying and the performance level of facilitators
  • Develop communication strategies that aim at maintaining frequent contact with the facilitators to understand their interests, participation level, strengths, weaknesses, training/refresher needs and requirements
  • Enhance the communication level among the facilitators within and across the team to improve their team spirit, engagement, motivation, and enable knowledge and information sharing among the team members once needed.
  • Ensure the accurate collection and archiving of all project means of verifications including attendance sheets minutes of meetings, payment receipts and financial reports and evaluation documents. Hold accountable for ensuring all correct procedures are followed while leading the facilitators
  • Follow up and support the project team in gathering information, on the areas and groups where the project will be implemented and this according.
  • Follow-up on the delivery of activities by contracted Service Providers and support the project team in gathering needed information (attendance, disbursement of transportation fees, etc…) reporting
  • Conduct continuous field visits to targeted groups, inspects and oversees all activities.
  • Communicate the day-to-day progress of the activities in the field to the Project Manager
  • Responsible to follow-up  the field work as per pre-planned work plan so that the project deadlines are met
  • Submit monthly reports that include the results of the assessment of working dynamics, identified strengths and weaknesses and recommendations for improvements
  • Support the project M&E plan to monitor project activity and status, collect data and evaluate progress through continuous coordination and collaboration with the information management officer and the M&E consultant.
  • Assess risks and  identify difficulties, challenges, and opportunities, to suggest adjustments  that allow the project manager to align or re adjust  the activities with the project objectives 
  • Hold regular meetings with key stakeholders to engage them with the project interventions and agree on their contributions in order to ensure sustainability, ensuring the maintenance of effective relationships and communication channels with them.
  • Follow-up on the capacity of the  targeted groups to manage and sustain the business
  • Ensure project beneficiaries  are well aware of the FAO’s complaints system, grievance mechanism, hotline and contact information necessary for their reference once needed

Minimum Requirements   
 
  • Master’s Degree in Agriculture Engineering, Agri-Business or related fields;
  • A minimum of 5 years of professional experience in related fields;
  • Previous experience with UN agencies, namely FAO, is an asset;
  • Excellent written and oral working knowledge in English;
