Under the supervision of the Country Manager, the Administration and Human Resources Officer is responsible for Office Administration, Programs Support and Human Resources Administration and Development for all local and international staff in the Country Office.
 

Administrative Responsibilities (80%)
[1]  Ensure solid procurement procedures and routines in compliance with Diakonia’s administrative handbook, procurement policy, anti-corruption guidelines and back donors’ requirements.

[2] Lead and undertake the procurement of works, goods and services for the country office.

[3] Manage maintenance and support of IT functions and office management and ensure proper functioning of the information and Communication Technology.

[4] Ensure proper assets management and maintenance of the office premises, computers, accessories, furniture and equipment.

[5] Ensure proper functioning of an archiving and documentation system, including uploads in online system (Voice IT), in accordance with Diakonia’s archiving rules.

[6] Be responsible for the logistics of the office and meetings.

[7] Liaise with NSSF, Insurance companies, Ministry of Finance and Ministry of Interior and follow up on the registration of Diakonia in Lebanon.

 

Human resources responsibilities (20%)
[1] Arrange accommodation, housing, travel, transportation management and work permits for visitors and international staff.

[2] Ensure signed attendance sheets, vacation plans, travel reports, and leave request are submitted by staff.

[3] Maintain updated staff personal records for local and international staff.

[4] Implement proper payroll administration and liaise with the NSSF.

[5] Manage and monitor staff benefits according to the Human Resource Handbook.

[6] Support and participate in recruitment processes under the supervision of the hiring manager.

[7] Draft job descriptions.

[8] Organize staff events.

[9] Support the annual process of staff development talks.

[10] Prepare and ensure implementation of an annual competence development plan and the organizational development plan.

 

Other responsibilities
[1] Provide information and feedback for different needs to Diakonia’s Regional and Head Offices in coordination with the Country Manager and Program Staff.

[2] Support in the mainstreaming of gender equality, conflict sensitivity and environment in the country office.

[3] Participate in working groups and coordinate delegated processes in different areas for the country office.

[4] Conduct other tasks whenever requested or appointed by Country Manager.

 

Qualifications
[1] Academic degree in HR, Business Administration or in other related fields.

[2] Three to five years of professional experience in HR and Administration.

[3] Good planning and problem solving skills.

[4] Open and positive attitude.

[5] Ability to work in an international environment, good team and listening skills.

[6] Ability to meet deadlines.

[7] Good knowledge of English and Arabic.

[8] Good writing and communication skills.
