SUMMARY:

The Administration Manager is responsible for supporting program delivery and the organization’s functioning by performing leading on HR, Admin and Finance related issues. The manager is responsible to ensure that DAWLATY policies and donor regulations are strictly followed by management and staff.

 

ESSENTIAL JOB FUNCTIONS:

  • Responsible for developing and implementing clear systems and guidelines that meet the needs of Dawlaty on Finance, HR and Admin.
  • Advise on compliance issues and ensure compliance with internal and donor regulations on day to day transactions.
  • Guiding and coaching all Dawlaty Team to ensure full understanding of all policies and procedures
  • Providing overall grant management support to the program team, in coordination with the finance officer (reporting deadlines and requirements, support budgeting, forecasting and budget follow-up).
  • Responsible for all legal issues
  • In coordination with the Operations Manager, developing and managing security and safety policies and procedures

- Administration team management:

  • Oversee financial management, including annual, organizational audits and comply with audit requirements. Reviewing donor reports and financial statements. Ensuring tax compliance for Belgian and Lebanese entities.
  • Ensuring effective and timely administration tasks are completed, including procurement, service contracts, and partnership agreements, as well as office, travel, filing, asset and event management.

- Human resources:

  • Developing Dawlaty HR policies and ensure effective implementation in the organization at all levels.
  • Recruiting and training new staff on Dawlaty HR procedures. Ensuring new staff induction completed.
  • Preparing monthly payroll and timesheet and make sure that staff get paid correctly and on time.
  • Looking after staff welfare and managing work conflicts.
  • Support line managers with staff evaluation and attendance monitoring.
  • Advising line managers and other employees on employment law and Dawlaty own employment policies and procedures.
  • Preparing employment contracts and ensures registration of staff where relevant.
  • In coordination with Operations and Program Development Managers, ensure Dawlaty staff capacity building assessment, training and evaluation.

- Other managerial tasks:

  • Support in developing Dawlaty Strategies
  • Support in preparing proposals and reporting to the donors
  • Attending meetings and represent Dawlaty when needed.
  • Help in identifying partners, assessment and management.

 

REQUIRED QUALIFICATIONS:

  • Relevant post-secondary qualifications, preferably in administration, accounting or finance.
  • A minimum of 3 years progressively responsible experience in NGO administration, supply, HR and finance.   
  • Excellent verbal, written communication and interpersonal skills in both English and Arabic. Knowledge of French language is preferred.
  • Strong analytical and accounting skills
  • Thorough understanding of generally accepted accounting principles for NGOs.
  • Experience in HR policies and systems, including staff management, is strongly preferred
  • Intermediate to advanced knowledge of major accounting software package for general ledger is strongly preferred
  • Intermediate to advanced experience with MS Word, MS Excel and similar programs.
  • Ability to work independently and as part of a team and take on new tasks with high level of difficulty.
  • The individual will be expected to work with minimal up-front guidance and take ownership of his/her work product. The individual will work closely with all major functional leaders of the organization.
