Operating since 2004 in Lebanon, DRC has addressed the needs and rights of vulnerable populations, working initially with Palestinian refugees (since 2004), Iraqi refugees (2007-2010), Lebanese IDPs (during the 2006 conflict), migrant domestic workers (since 2009) and, since 2011, responding to the Syrian refugee crisis.  

DRC Lebanon is currently delivering programming in protection, housing, infrastructure, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. DRC has five offices spread throughout Lebanon in, Beirut, the Bekaa, Saida, Tripoli and Qobayat.

About the job 

Under the direct supervision of the Area Livelihoods Manager, the Livelihoods Officer will be responsible to ensure quality and timely implementation of livelihoods activities in the targeted areas (Based in Saida) while ensuring complementarity with the protection services provided. This will include interviewing the beneficiaries in the Livelihoods center, providing employment counseling and guidance, and helping in the implementation of the skills development and vocational trainings. S/he will also be responsible for monitoring ongoing placements, following up on a regular basis with beneficiaries enrolled in the project.  Since the livelihood activities will be implemented through a local service provider, S/he will also be responsible for coordinating and following up with the service provider. The Livelihood Officer will also be responsible for closely coordinating with the local partner providing the protection services under this project for referrals and a comprehensive support provided for beneficiaries. . Your main duties and responsibilities will be:

• Provide front-desk registration for beneficiaries interested in enrolling in DRC’s Livelihoods activities and provide individual livelihood counseling services on employment and self-employment options, vocational training opportunities..., based on beneficiaries’ needs, interests and capacities 

• Provide jobseekers with information on relevant Lebanese regulations and their implications for Syrian refugees and vulnerable Lebanese jobseekers. Organize and hold group information sessions (job application training and information) and on decent work conditions 

• Gather information on the local context, target communities and employers to assist the Livelihoods Manager in selecting market-oriented skills development courses that match the needs of employers and market in South; 

• Visit employers, NGOs, vocational training providers and enterprises to identify job vacancies and refer jobseekers and Support employers through pre-screening of job seekers 

• Assist in the data collection on the local labour market and enter collected information on job vacancies, training opportunities and self employment support programmes into the database 

• Following individual counseling, match job seekers with training and employment opportunities and follow up with jobseekers after referring them to employers, and/or after being hired. 

• Follow up on the delivery of skills development trainings and vocational trainings, based on direction and curriculum developed by service provider; 

• Keep track and produce reports on progress of activities and results; and Work on information systems/database to record relevant data of beneficiaries and Collaborate with the Monitoring and Evaluation team in their M&E activities and share timely information with them; 

• Establish and maintain contact and productive working relationships with community representatives, local and international organizations, jobseekers/beneficiaries and employers; 

• Coordinate with DRC’s (and local partner’s) protection team and activities as well as with other actors delivering life skills and livelihood activities; and coordinate and support the local partner in planning and reporting process to DRC (ensure timely delivery)

About you 

To be successful in this role we expect you to have Bachelor degree in Business Administration, Social Sciences, Human Resources, Social Work or equivalent. Moreover, we also expect the following:

Required  

• A minimum of 2 years of experience in implementation of livelihoods projects 

• Good reporting and communication skills 

• Good experience in counseling and other employability services 

• Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts 

• Good computer skills (Excel and Word mandatory) 

• Language: Fluency in Arabic and good in english (oral and writing skills)

Desirable 

• Previous experience in protection related projects and understanding of basic protection principles highly desirable   

• Experience in working with local and implementing partners

We offer 

Contract length: until end of December 2018 

Level:  C1, Monthly Basic Salary USD 1650.  

Duty Station: Saida
