About the Job:

 Lead and manage Human Resources functions. Provide overall advice, coordination and management to the Human Resources and Administration team at the country office and technical Human Resources support to the field offices. Ensure efficient support to the program in accordance with existing DRC policies and procedures.

Your main responsibilities will be:

  • Lead, manage the Human Resources and Administration team in the country office (including people planning, performance, well-being and development), and provide technical support to the field Human Resources Teams
  • Advise and assist managers in Human Resources related issues and concerns such as proactively responding to and managing performance counselling, employee grievances and disciplinary issues as required, with a focus on building manager competency and ensuring that documentation is kept
  • Drive and support recruitment activities and performance appraisal processes, ensuring compliance with DRC procedures
  • Define and review salary structure in partnership with the Senior Management team and coordinate annual compensation review process and compensation adjustments
  • Ensure that monthly payroll process, salary declarations, and employees registrations to the NSSF and MoF are efficient and in line with Local Labour Law
  • Proactively pursue continuous process improvement in Human Resources related practices in order to enhance the quality and efficiency of output/delivery
  • Liaise with legal advisor and Ministry of Labour to ensure full compliance of DRC with labor law (Terminations, warnings, etc…)
  • Work closely with Regional Office and HQ to share information and provide support as required
  • Ensure administration processes are delivered in a timely and qualitative manner; management of visas/work permits, internal and international travel, renewal of organization registration certificates, follow up on lease agreements…

About you

To be successful in this role we expect you to have a minimum 5 years working experience in Human Resources with at least 2 years in a senior Human Resources management role within an NGO.

Required

•University degree in Human Resource Management, Business, Social Science Degree specializing in Human Resources

• Proven leadership skills and a competence in people management

• Demonstrated understanding and working knowledge/experience of Human Resources Management principles, concepts & processes

• Extensive knowledge on local labor law

• Excellent skills in handling and advising on complex people management issues

• Experience in developing Human Resources strategies and policies, and driving implementation

• Experience using an online system for recruitments

• Full professional proficiency in English

• Fluent in Arabic

Desirable:

Experience with Enterprise Resource Planning Systems

We offer

  • Contract length: 6 months, renewable based on funding and performance
  • Level:  F Management Band
  • Basic Salary: USD 3,400
  • Duty Station: Beirut, with frequent travel to field offices
  • Start Date: ASAP
