DRC Lebanon is currently delivering programming in protection, housing, infrastructure, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. DRC has five offices spread throughout Lebanon in, Beirut, the Bekaa, Saida, Tripoli and Qobayat.

About the job

Supervise and coordinate all Livelihoods projects and activities in the North of Lebanon. S/he will ensure the programmes are delivered to a high quality in line with DRC, donor and international standards. In addition, s/he will build the technical knowledge and capacity of the Livelihoods teams in North Lebanon with the support of the Livelihoods Specialist. S/he will ensure good coordination with other actors in the sector and between DRC’s programmatic sector teams, and will be actively engaged with the different Consortiums, as well as represent DRC’s Livelihood sector in Inter-Agency Livelihood working groups for Tripoli and Akkar.

Your main duties and responsibilities will be:

  • Lead the implementation of Livelihoods programming in the field (including cash and FFA/FFT modalities therein) ensuring a high level of quality in line with DRC’s quality standards, support the development and update of sector strategies and engage in the development of new programme design, in close coordination with the sector specialist.
  • Initiate the development and periodic revision of project work plans, oversee timely and proper implementation progress and monitor achievements (quantitatively and qualitatively) through field visits.
  • Engage with local partners on the management of projects, support capacity assessments, oversee their implementation of activities and participate in the capacity building process of these partners from a technical standpoint.
  • Proactively identify programme related risks, supporting the identification and implementation of mitigation measures.
  • Provide technical and managerial training and mentoring for the Livelihoods staff and other DRC teams as relevant, conduct performance evaluations, and design capacity building plans to support their development.
  • Line manage the Livelihoods Teams in Tripoli, Akkar, supporting them to implement the projects through day-to-day oversight and mentoring, including preparation of weekly action plans to deliver activities as per project proposals and targets.
  • Closely coordinate with DRC’s other sector managers for all relevant activities to ensure the implementation of DRC’s integrated approach and to make sure Protection is mainstreamed in all Livelihoods project activities, compile and verify reports for donors in the agreed formats;
  • Manage project budgets and update work plans and budget forecasts on a monthly basis, and ensure that expenses have been allocated to the correct budget lines.
  • Oversee the preparation of relevant documents related to procurement, administration and human resources, in line with the need of the projects and DRC internal procedures (including procurement and HR plans, Order Requests, Bill of Quantities, movement plans, security clearances etc.)
  • Coordinate closely with Protection unit to ensure efficient targeting approaches for integrated protection mainstreamed programs, Coordinate with the M&E teams to ensure timely oversight of ongoing programming, and to inform changes in programme implementation strategies as necessary.

About you

To be successful in this role we expect you to have bachelor’s or Master’s Degree in a related field, including: international development, international economic development, business, economics, etc.

Required

Minimum 3 years’ experience of managing Livelihoods projects in diverse contexts

Proven knowledge of basic concept of sustainable livelihoods and development.

Proven experience in programming such as Cash for Work, employability and Business Development Support and FFA/FFT

Experience working with NGO

Experience of building and developing the capacity of staff through the use of training, performance management frameworks and development plans

Proficiency in the use of ‘office systems’ (Word, Excel, PowerPoint)

Desirable:

Previous experience working with INGO

Experience working in the North of Lebanon context

We offer

Contract length: until end of December 2018, renewable based on funding and performance

Level: D+1 equivalent to 2,400 USD
