Programme Delegate, Syria
The Danish Red Cross (DRC) supports a number of Red Crescent National Societies in the Middle East and North Africa (MENA). The support focuses on emergency support, health, psychosocial support,
volunteer management and organisational development. We emphasize strengthening of partner organisations, both within organisational development and operational capacity building. We see integrity, transparency, autonomy and sustainable volunteer structures as conditions for building sustainable operational capacity. The DRC MENA team is present in Iraq, Lebanon, Palestine, Syria, and Yemen with a total of approx. 18 international delegates in the region.
DRC has cooperated with the Syrian Arab Red Crescent (SARC) since 2005 mainly within psychosocial support, health, relief and strengthening the capacity of SARC to manage and sustain the huge response operation to the Syria Crisis at field and at Headquarter level.
Responsibilities
The Programme Delegate position forms part of the DRC MENA team and works closely with the other members of the regional team in both Copenhagen and in the field. The Programme Delegate is responsible for implementing the Program and for facilitating the coordination with the other consortium partners and SARC as well as with other relevant stakeholders. The Programme Delegate will work in close coordination with the DRC Country Coordinator also based in Damascus who is overall responsible for the management of DRCs program portfolio in Syria. Furthermore, the Programme Delegate will ad-hoc support to the DRC emergency operation in Syria.
Experience and qualifications
You have a minimum of 5-years of solid experience in the implementation of emergency programmes including health programmes, and ideally also of working under conflict affected circumstances. Experience with multiple donors like ECHO and DANIDA specific funding, hereunder implementation and reporting procedures is required.
Experience from the Middle East and the RC/RC Movement will be an advantage.
You have a relevant educational background and we expect that you have good analytical skills and that you can handle stressful situations. You possess excellent communication, coordination as well as networking and facilitation skills. Good cultural understanding and the ability to work in a challenging multicultural environment is essential. Project cycle and financial management experience as well as project proposal writing are essential, and excellent English speaking and writing skills are key requirements - Arabic will be a strong advantage. You must be self-supporting in computers and possess a valid international driving licence.
Employment Conditions
The ideal starting date is 1 January 2019 or soonest thereafter and the length of the contract is 24 months with the possibility of extension.
Your duty station will be Damascus, Syria. The position is a non-family duty station. Travelling to the programme areas will take place to the degree that the security situation in-country allows and will under the current circumstances require at least 10% of the contract period. You will report to the Danish Red Cross Country Coordinator in Syria. The salary including all allowances and pension will be between DKK 41.300 and 43.600 pending on qualifications and experience.
