Solid Waste Management Supervisor
About the project:
Akkar is one of the poorest districts in Lebanon, hosting more than 105,000 registered refugees, according to UNHCR (30 June 2018). The protracted refugee crisis has further strained the capacity of Unions of Municipalities (among those, Jurd al-Kaytee) to meet the population needs in terms of basic services, notably on SWM. This adds further pressure to the relations between refugees and the host communities, as the latter have been suffering for decades from lack of resources and opportunities.
COOPI, the leading agency of 7 partners, is implementing the project “SWaM Akkar: Supporting Sustainable Solid Waste Management In Jurd al-Kaytee, Akkar”, co-funded by the EU, a 2 years long project which main objective is to contribute to the development and improvement of comprehensive waste management schemes at the municipal level thought the elaboration of a local Waste Management Master Plan with a participatory methodology, a comprehensive awareness raising campaign, elaboration of studies (Land Character Assessment, Environmental Impact Assessment and Informal Recycling Study) and the implementation of the outcomes of the Master Plan, ensuring the sustainability and quality of the project results and activities.
Responsibilities:
- To support local authorities and volunteers in Jurd al-Kaytee
- To support field activities related to the project
- To collaborate with partners in the execution of activities and planning
- To ensure the participatory methodology throughout the Master Plan elaboration and implementation phases
- To be the focal point on technical expertise with the donor
- To ensure that the technical guidelines provided by the donor are implemented in the project
- To oversee the elaboration and implementation phases
- To manage and support the technical consultancy on Master Plan elaboration
- To support and report on the Baseline study elaboration
- To support on capacity building of the Technical Unit of the Union
- To support Awareness activities when requested
- To support other partner’s activities when requested
- To participate on Working Groups related to the project
- To produce documents and reports when requested
- To follow all COOPI internal procedures
Requirements:
- Great knowledge in SWM Policies and Regulations in Lebanon
- Engineering or other technical related to SWM academic background required
- At least 3 years of proven experience in SWM in Lebanon; 5 years in the sector
- Work experience in Akkar region, Jurd Al-Kaytee area is an asset.
- Well connected with organizations, public institutions and experts in the field of waste recovery and reduction
- Flexibility to travel between regions in Akkar when needed
- Work experience in construction of facilities related to SWM
- Proven work experience on Baseline Study, Master Plan and Waste Characterization Study elaboration
- Planning and organizational skills
- Ability and desire to work in a fast-paced, entrepreneurial environment and to meet deadlines and complete time-sensitive duties
- Ability to work with different partners with different backgrounds
- Fluent English; Fluent Arabic; Italian is an asset
- Software knowledge: Microsoft package, GIS, Kobo toolbox
Details:
- Length of the contract: 12 months, possible extension, probation period of 3 months
- Location of the base: Hrar (80%) / Batroun (20%)
- Reports directly to the Project Manager
