Job Summary

The main objective of this position is the identification and implementation Concern’s site improvement activities in informal tented settlements (ITS) and transfer of knowledge to ITS WASH Committees.

Duties and Responsibilities

ITS Works Identification

Identify the skills and promote self-help approach within the refugee populations

Conduct site assessments in identified ITSs and identify works to bring the ITS WASH provision to the minimum standards as articulated by the WASH Working Group.

Complete BOQ for WASH works to be undertaken in ITSs.

Mobilize refugees to take responsibility for construction of water, sanitation and bathing facilities in order to promote ownership

Identify most vulnerable families who will require support to construct/install sanitation and bathing facilities and arrange for other refugees to support them

Works oversight

Monitor the day-to-day construction and desludging activities on site carried out by the contractor and ensure implementation is of a high quality and in accordance with Contractual requirements, approved plans, specifications and work schedule.

In liaison with the ITS Community Officer, ensure WASH Committees are actively involved the oversight of all ITS WASH construction and desludging, including feedback to Contractors, and have the capacity to sustain the upkeep and maintenance of works once complete.

Ensure project works and implementation meet all legal, environmental, health and safety requirements, and provide capacity support to WASH Committees in ensuring the requirements are met after the completion of works.

Maintain a daily site diary, recording all works activities, number of workers on site, number and type of all equipment on site, testing of materials, quality of the work, any difficulties encountered in carrying out the work and any suggestion by the contractor of an intention to claim for extra payment for any reason.

Ensure that all required testing of materials is carried out and that detailed records are maintained.

Ensure that all aspects of the work are carried out accurately by checking all lines, levels and measurements.

Arrange ad-hoc meetings, as required, with the contractor and WASH Committees on the project site.

Ensure all challenges on site which may impact on the quality and timeliness of implementation, are catalogued and reported to the ITS Technical Team Leader.

Update the construction schedule based on actual accomplishments to monitor progress on a weekly basis.
 

Information Management:

Provide the Team Leader with accurate monthly updates on progress against LCRP WASH activities.

Ensure project documentation is in accordance with Concern and donor requirements, properly filed and kept secure.

Produce weekly/daily progress reports on the construction, water provision and desludging activities, contract status and beneficiary participation.

Work Ethic

Adhere to Concern’s Program Participant Protection Policy (PPPP) and Concern’s Code of Conduct.

Support and promote Concern’s Program Participant Protection Policy (PPPP) and Concern Code of Conduct to Protection team and Concern’s other departments, partner organizations and beneficiaries.

Support the implementation of the Complaints Response Mechanism (CRM).  

Other duties as required by the Programme Manager.

Skills, Qualifications, Experience and Attitude Required

Degree in Civil Engineering or directly related field.

Minimum of three years’ experience, including at least two years’ experience overseeing community based construction, including TOT for end-users.

Strong knowledge and experience of WASH engineering and construction projects and related processes including tendering of works and monitoring of construction sites.

Knowledge and experience of surveying practices and equipment.

Knowledge and experience of testing of materials, including concrete, steel, aggregates etc.

Familiarity with the SPHERE Project and Minimum Standards and Lebanon construction standards.

Leadership and supervisory skills and ability to foster team spirit.

Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders.

Strong facilitation, negotiation and mediation skills and ability to work independently

Report writing skills and computer skills in word processing and spreadsheets. Skills in technical drawings software (preferably AutoCad) and project management software.

Willingness to stay on site and travel to construction sites all the time.

Excellent written and spoken English and Arabic language skills.
