Job Summary

 

The main purpose of the position is, under the management of the Emergency Program Manager, to lead the protection team involved in the emergency response in Beirut and Mount Lebanon. The Protection Team Leader is responsible to ensure appropriate supervision, support, monitoring and on the job coaching for Case Workers, PSS officers and community mobilisers involved in Protection service provision in Beirut and Mount Lebanon

 

Duties and Responsibilities

 

  1. Main duties
  1. With the support of the Emergency Programme Manager, provide strategic direction and planning for the programme in line with Concern Worldwide’s Policies & organizational strategy, sector strategy, the government’s strategy and donor requirements.
  2. Ensure that programme targets are reached in accordance with agreed programme objectives and as per contracts with donors and in line with the overall programme approach
  3. Provide technical support, staff guidance and input, and produce materials to improve protection activities on an on-going basis, as is required in the programme.
  4. Ensure that all resources (technical, financial, HR) are in place to implement the different projects of the Protection programme in accordance with the work plans and realistic timeframes and milestones agreed with donors
  5. Support the review, establishment and operationalization of Case Management Standard Operating Procedures.
  6. Carry out regular field visits to attend the PSS sessions and review the approach through participatory methodologies involving beneficiaries and other stakeholders in the areas of intervention, with the aim of establishing and/or verifying emerging needs, gaps and priorities, and communicate these to the Emergency Program Manager as part of a continuous programme review and improvement process.
  7. Develop new training materials upon the needs identified in the field for non-Protection staff.
  8. Lead training on referral, case management and others for protection staff when needed
  9. Assist in the standardizing of internal/external referral processes.
  10. Lead the design and implementation of a service mapping.
  11. Support co-ordination and information sharing with NGOs, civil society and authorities (including MOSA) pertaining to referrals and activity co-ordination
  12. Maintain regular communication with external referral agencies and civil society for service provision
  13. Ensure safe places are used during case management or PSS and aligned with the GBV and CP checklist

 

  1. Team supervision

 

  1. Supervise and coach Protection staff on the identification, assessment, documentation, referral (to relevant services) and follow-up of women survivors of GBV and at-risk children and families (Case Management)
  2. Conduct alone and / or support the case workers in family visits and outreach activities if necessary.
  3. Provide guidance to case workers and PSS officers on implementing PFA during their sessions
  4. Monitor, coach and orient the Case Workers;
  5. Supervise and monitor individual and collective action plans/safety plans for beneficiaries developed by Case Workers;
  6. Support and provide guidance to case workers on complex cases – as needed;
  7. Ensure that case workers respect confidentiality and follow ethical guidelines
  8. Coordinate the work of Protection staff in their respective areas and ensure that work is completed according to SOPs, guidelines and standards;
  9. Provide technical support, staff guidance and input, and produce materials to improve protection sessions on an on-going basis, as is required in the programme.
  10. Coach all assigned team members to ensure they fully understand outcomes which are expected of them, through Concern’s Performance Development Reviews system (PDR’s)
  1. Ensure Protection hotline is available in the area of intervention for target group and working 24/7
  2. Ensure the activities are implemented in a safe environment where participants are well equipped and have access to WASH facilities/PPE to mitigate risk of COVID-19 transmission.

 

  1. Co-ordination and Reporting
  1. Ensure the Protection team maintain keep accurate files and record in a safe and secure way – in line with data protection requirements 
  2. Ensure all Protection related M&E tools are utilized, information collected, analyzed and actions taken to ensure quality service provision;
  3. Ensure proper documentation of cases and follow-up processes; Document and report the cases closed.
  4. Reporting: Collect, compile and analyse monthly reports from the  team

 

  1. Financial Management
  1. Assist the Emergency Programme Manager in the budget planning, revision and management on a regular basis in coordination with the Finance team to ensure that the Protection expenditure is accurate.

 

  1. Work Ethic
  1. Evaluate Protection staff’s work performance in accordance with Concern administrative procedures.
  2. Ensure that all staff is aware of, and comply with Concern’s policies and procedures both programmatic and systematic.
  3. Adhere to the standards of conduct outlined in the Programme Participant Protection Policy, Concern’s Code of Conduct and its associated policies.
  4. Support the promotion of the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to the team and to the beneficiaries, and be committed to providing a safe working environment;
  5. Respect confidentiality and follow ethical guidelines.

 

  1. Other
  1. Support in assessing, training and mentoring local partners, civil society group, as relevant, in order to strengthen local capacity and solidarity’s spirit.
  2. Represent Concern in interagency forums and Protection working groups as requested, and co-ordinate protection activities with stakeholders
  3. Any other task required by the program.

 

Job Requirements

  • Degree in the social sciences, Social Work or Psychology or any related major
  • Minimum of two year’s experience of implementing GBV,  social work or case management, in humanitarian or development settings;
  • Experience with NGO/INGO organization for at least a year;
  • Experience in staff management, training and coaching;
  • Experience in working with different nationalities;
  • Knowledge of protection principles in humanitarian aid;
  • Knowledge of concepts of GBV;
  • Ability to prioritize and be able to coordinate multiple tasks;
  • Good listener, and good leadership skills;
  • Fluency in Arabic and English (written and oral).
  • Good MS office skills (word, excel, ppt).
