Duties and Responsibilities:

Procurement

  • On a daily basis review and provide comprehensive feedback, guidance and support to the logisticians about the on-going and up-coming procurements.
  • Circulate the updated track sheet with the Systems Director, Programme Director & Programme Manager’s on a weekly basis.
  • Review a sample of procurement documentation each week and provide feedback to the logistics team on this.
  • With the Systems Director set up procurement lead time targets, and monitor compliance with this.
  • Set up long term supplier contracts for commonly purchased items to reduce procurement lead times.
  • Provide ongoing training to Logistics and Programme staff on procurement procedures.
  • Provide guidance, support and take a lead in the development and updating a database of reliable suppliers.
  • Develop a mechanism to keep track of supplier performance.
  • Act as the Logs focal for the provision of best possible logistics support by arranging high quality services & supplies in timely manner and following the Concern / Donors procurement rules and manuals.
  • Coordinate with the logs team, finance and programme team to ensure that supplies reach the desired destination in time and according to specs needed and ordered.
  • Provide guidance in negotiating rates, supply time, penalties and other terms and conditions with suppliers and deal amicably with complicated issues. 
  • Familiarise with donor & Concern Logistics and Transport guidelines and provide information and conduct trainings for systems & programme staff.
  • Prepare and update the procurement plan on an annual, quarterly and monthly basis.
  • Take a lead on tender process and ensure compliance with Concern / donor procurement rules.
  • Prepare the tender pack, advertise the same, take part in the tender opening, prepare tender reports, preparation on the contracts, filling and storing of the procurement files.   

Warehousing

  • Ensure that all warehouses are secure and that stock is housed in appropriate conditions.
  • Conduct full stock counts on a monthly basis, and weekly  stock counts on a sample basis, informing the Systems Director and warehouse officer of discrepancies (if any).
  • Send copies of warehouse inventory to the Programme Managers on a weekly basis.
  • Liaise with Programme Managers regarding incoming and outgoing stock to ensure that demands on warehouse capacity can be effectively managed.
  • Ensure that all Donations in Kind received are recorded correctly on a weekly / monthly and annual basis.
  • Identify old and slow moving stock and discuss, and if necessary arrange disposal of this with the relevant departmental managers.
  • Ensure that the Concern Warehouse manual is being followed and adhered to.

Assets

 

  • Responsible for the maintenance of the fixed asset register.
  • Conduct a sample verification of fixed assets on a weekly basis, and full fixed asset verification on a six monthly basis, and update the fixed asset register accordingly.
  • Ensure assets issued to and received back from staff are correctly recorded.
  • Ensure all assets are labelled and easily traceable from and to the fixed asset register.
  • Prepare an asset replacement plan with support of the programme managers.
  • Ensure that the Concern Assets procedures and guidance is being adhered to.

Fleet

  • Prepare the weekly vehicle allocation.
  • Prepare and review fuel consumption rates of all individual fleet vehicles and driver overtime payments on a monthly basis.
  • Oversee the usage of vehicles and provide guidance and support to the drivers.
  • Preparation of the monthly fuel reconciliation report, drivers overtime payments, rented vehicles payments, vehicle usage reports. 
  • Liaise with Programme Managers to ensure that appropriate vehicles are procured to support stock movements as required.

HR

  • Plan annual leave for departmental staff to ensure there is sufficient logistical resource available at all times.
  • Carry out performance appraisals for all staff managed.
  • Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of confidentiality.

Security

  • Collecting, updating and communicating information regarding the security situation in the country, Communicate information on security to the SFG and Concern Staff if needed; Maintain regular contacts with Security Focal Points of INGOs; May be requested to provide technical assistance at CMT meetings, Help to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation and report that to the SFG & CMT.
  • Assist in maintaining the Security Plan, including updating staff lists, Help in the preparation and review of the Concern Security Plan, Support actions during the implementation of the Security Plan, as required. Provide advice on day-to-day security issues to SMG including CMT.
  • Assists the SD in monitoring compliance with Minimum Operational Security Standards (MOSS) established for the duty station.
  • Assist in reporting security incidents affecting Concern staff, offices, apartment, and assets, and assist in the preparation of security reports, such as the Security Incident Report, the Security Assessments and the Quarterly Incident Report.
  • Work in close coordination with security focal points of all INGOs, especially when applying/updating regulations.
  • Provide support in organizing and conducting training courses on security awareness and preparedness.
  • Provide security orientation to newly assigned staff members.
  • Conducts security briefings, as required. Provides security briefing and supervises security training on procedures to newly recruited staff.

Other

  • Act as the focal point for queries between Departmental Managers and the Logistics department.
  • Ensure that all activities performed are conducted in line with Concern policies and Lebanese law.
  • Ensure records are kept in line with Concern requirements.
  • Carry out other duties as assigned by the CD or Systems Director.
