Job Summary

 

The overall objective of this post is to contribute to the general hygiene and health of the target locations to which he/she is working, with emphasis on health education and behaviour change at household and community levels.

The Hygiene Field Officer shall supervise project activities related to health education, community mobilization and skills training. He/she will provide technical guidance and conduct skills training to project beneficiaries residing in residential and non-residential settings, through the planning, assessment and implementation of the stated activities. He/she will coordinate closely with the WASH and Shelter teams in general, as well as counterparts in the relevant Donor/Government Departments and sister agencies operating in the assigned location. The post will require approximately 70%/30% split between field visits and office time respectively.

 

Duties and Responsibilities include but may not be limited to:

 

  1. Health Education and hygiene monitoring for behaviour change
    1. Conduct regular KAP (Knowledge, Attitude and Behaviour) surveys in the locations to establish hygiene awareness and practice levels, impact of hygiene activities, and to determine gaps and fresh course of action.
    2. Ensure data entry of KAP survey results, analyse data and prepare report for submission to the Project Manager and Program Manager
    3. Sensitize the community waterborne disease outbreaks

 

  1. Community Training and skills transfer
    1. Assess training needs of  project beneficiaries on regular basis and develop suitable training plan
    2. Train project beneficiaries in community mobilization, hygiene promotion, health education, communication skills, leadership skills, KAP survey, etc.
    3. Contribute to the drafting and updating of Concern Lebanon Hygiene Promotion Manual and other IEC material

 

  1. Planning, Coordination and Reporting
    1. Prepare detailed annual implementation plan (AIP) and monthly activity plans for hygiene promotion activities in the area in line with Sector Annual AIP and in consultation with the Project Manager, and ensure timely implementation and regular participatory review.
    2. Attend and represent the sector at Hygiene sub-sector specific coordination meetings at area level and provide feedback to the Project Manager.
    3. Prepare daily, weekly updates and monthly progress reports of hygiene promotion activities to the Project Manager and Program Manager in the prescribed format, bringing out essential outputs and challenges clearly.
    4. Perform other relevant duties assigned by the Project Manager and the Program Manager.
    5. Ensure the maintenance of an up to date computer database of all hygiene activities and operations in the area, including topics, beneficiaries details, session details, distribution details and stock management
    6. Participate to the planning of global events celebrations in coordination with the WASH and Shelter teams.

 

  1. Material Procurements and Distribution
    1. On the basis of the AIP and procurement plan, initiate requisitions for procurement of hygiene materials, tools, IEC materials, equipment in a timely manner.
    2. Assist the Project Manager and Program Manager in tracking of Hygiene unit budget.
    3. Liaise with the logistics team and the warehouse manager to ensure that an up to date stock inventory is kept for hygiene promotion items.

 

  1. Training of resident’s committees in collective shelters
    1. Creation of a resident committee if not yet existing in all identified collective shelters
    2. Provision of a series of trainings for them to understand their roles and responsibilities, and carry out their tasks
    3. Support the committees in the identification of risks and rehabilitation needs in the common space with the Concern engineer
    4. Train resident committees on Hygiene related topics
    5. Follow up with the families after the service has been provided to identify additional needs

 

 

  1. Referrals & Service Mapping
    1. Participate to the management and tracking of the Shelter referrals through RAIS and in coordination with the other CWW departments.
    2. Provide documentation and information about all services in the area (including addresses and contact details) to beneficiaries after identification of service of each Municipality of intervention as well as nationwide.
    3. Identification of beneficiaries requiring other services and full follow up of referral to other services.
    4. Coordination with Concern Case Management team for identification of protection cases.
    5. Sharing of Concern Complaint Response Mechanism and contact details.

 

  1. Reporting and Communication
    1. In coordination with the WASH/Shelter team, support Concern to meet its minimum quality and accountability requirements in emergencies
    2. Produce weekly/daily progress reports on ongoing works.
    3. Document and record all works fully including any investigations on owner-beneficiary disputes, referral issues etc;
    4. Document and file in a confidential way the document related to ECA provision
    5. Facilitate communication flows between refugee leaders, community focal points and Concern staff by providing timely information as required
    6. Co-ordination with other programme teams to ensure effective identification of beneficiaries and assistance to these beneficiaries.

 

  1. Programme Management
    1. Ensure that the programme is being implemented in accordance with the objectives agreed with the donor, Concern procedures, and best practice
    2. Develop weekly, monthly and quarterly work plans and ensure that these are implemented
    3. Develop weekly, monthly and quarterly work reports.
    4. Ensure that accurate programme databases are maintained

 

  1. Participate to emergency response in IS and housing units as part of the RNA
    1. In coordination with the Shelter and WASH Team, support Concern to meet its minimum quality and accountability requirements in emergencies;
    2. Conduct technical assessment following emergency at the request of the WASH/Shelter PM;
    3. Report on needs and assistance required;
    4. Delivery of shelter and NFI kits to people in need living in IS or sub-standards housing units;
    5. Identify the skills and promote self-help approach within the refugee populations
    6. Provide technical guidance in the installation of shelters to beneficiaries;
    7. Facilitate communication flows between Refugee leaders and Concern staff by providing timely information as required;
    8. Participate to the referral system of Concern enabling people in need to access the adequate services.

 

  1. Participate in the COVID-19 response of Concern World Wide through assessments and distributions of IPC, disinfection and hygiene kits.

 

  1. Conduct additional tasks as requested by the Senior Protection Officer, Project Manager or Programme Manager.

 

 

  1. Adhere to the standards of conduct outlines in the Programme Participant Protection Policy and Concern Code of Conduct, Child Safeguarding Policy and Anti-Trafficking Policy,  Concern Anti-fraud Policy.

 

  1. Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organizations and beneficiaries, and be committed to providing a safe working environment.

 

  1. To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6)

 

  1. Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required

 

 

Skills, Qualifications, Experience and Attitude Required.

 

  • Degree in Public Health, Environmental Health Science, Nursing or any related technical qualification
  • Knowledge and experience of working in hygiene promotion
  • Knowledge and experience in participatory methods for community development and mobilization
  • Excellent information technology and communication skills, including training and facilitation
  • Experience in conducting surveys, managing data and statistics
  • Excellent communication skills in Arabic and English
  • Experience in humanitarian organisation, especially in the WASH and Shelter sectors.
  • Strong negotiation and mediation skills and ability to work independently
  • Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
  • Report writing skills and computer skills in word processing and spreadsheets
  • Experience in conducting surveys, managing data and statistics is desirable
  • Strong commitment to ensuring the protection of refugees
