Job Summary:

The main purpose of the position is, under the guidance of the Program Director, to provide technical and management oversight of Concern’s emergency response in Beirut and Mount Lebanon. He/she will lead a team of experts in Shelter, WASH and Protection Sector deployed to respond to Beirut Port Explosion affected people. She/he will lead on project management, ensuring the activities are implemented as per objectives and Concern and donors’ requirement and on coordination with local actors (including civil society), partners and sector coordinators.

 

Under the direction of the Program Director, the Program Manager will plan, coordinate and monitor the works of about 7 engineers, 4 Social Officers, 1 Protection Team Leader and other volunteers. The Project Manager will work in collaboration with other Project and Program Managers, in addition to MEAL department in Concern.

 

The project to manage contains the following activities:

  • Shelter minor upgrade and rehabilitation of individual shelters and common area;
  • Households assessment (including LRC assessment)
  • Distribution of shelter materials, NFI and hygiene related materials, including dignity kits, hygiene kit etc
  • Multi-sectoral projects in a neighbourhood;
  • WASH repair at household and building level
  • Psychological first aid and PSS sessions to adults and children in safe places
  • Case management of GBV and child protection cases
  • Strengthening and supporting of capacity of local organisations, including civil society
  • Coordination with various civil society groups, ensuring to enable their work and not to compete with them
  • Support civil society with logistical and organisational support in delivering assistance
  • Support linkages and network between groups of volunteers and humanitarian NGOs
  • Advocacy campaign

Duties and Responsibilities

 

  1. Project design and planning:
  1. Design and Schedule the project activities consistent with the output targets and objectives of the emergency programme
  2. Assist in the development of a monitoring and evaluation system for the project activities which accurately measures outcomes and contributes to quality programme delivery
  3. Participate in the development of quality and accountability initiatives [eg. Referral management, Complaints Response Mechanism]
  4. Support the team in planning field visits, community consultation, involvement of civil society groups and volunteers, BoQ development and contractors follow up.
  5. Programme Management
  6. Ensure that the programme is being implemented in accordance with the objectives agreed with the donor, Concern procedures, and best practice
  7. Develop weekly, monthly and quarterly work plans and ensure that these are implemented
  8. Ensure that accurate programme databases are maintained
  9. Be responsible for budget planning revision and management in coordination with the finance team
  10. Liaise as necessary with other Concern programme, systems, and logistic / procurement teams
  11. Provide technical and management oversight and supervision of the multi-sectoral programme in Beirut
  12. Assist with ensuring all programme targets are reached in accordance with agreed programme objectives, as per donor contracts, in line with the overall programme approach and ensure integration with other programme activities.
  13. Oversee the preparation of technical documents such as tenders and BOQs, and oversee material and equipment purchases and delivery as necessary to ensure that Concerns’ and donors’ policies and procedures are applied and followed.
  14. Ensure all necessary permits and permission from local authorities, sector coordinators and landowners are in place in advance for carrying out all the project activities.
  15. Ensure the preparation of detailed implementation work plans and provide the necessary guidance and support to the team to achieve timely and quality implementation of activities.
  16. Manage the implementation of an M&E system to monitor progress and capture impact of projects and to make necessary adjustments to work plans if necessary in a timely manner.
  17. Monitor case identification within target populations and subsequent referral for service provision (health, education, legal assistance, livelihoods, WASH, etc.).
  18. Encourage community mobilization in the response, especially migrants and other vulnerable groups;
  19. Support Concern’s anti-racism initiative and Solidarity Initiative in Beirut that aim to strengthen civil society capacity in the response and advocate for a multi-sectored response to extremely vulnerable blast-affected migrant community members.
  20. Support Concern’s strategy in preventing COVID-19 transmission amongst the team, partners and beneficiaries, and support a COVID-19 sensitive response in Beirut
  21. Oversee multi-sectoral community support project in targeted neighbourhood in collaboration with the Protection Project Manager and other key stakeholders
  22. Contribute to the preparation of budgets, funding plans, concept notes and proposals through analysis of field data and actual costs incurred in activity implementation.
  23. Participate in stakeholder and context analysis, risk and prevention analysis related to the project.
  24. Participate in assessments to explore new geographic or programmatic areas of interventions as required.
  25. Reporting and Information Management
    1. Ensure that Concern’s and donors’ reporting commitments are met, including weekly, monthly, quarterly reports as necessary in accordance with Concern’s procedures and those of donors
    2. Ensure that collected project data and documents are properly stored and analysed

 

  1. Representation and Coordination
  1. Participate in Shelter and Protection working groups specific to Beirut response.
  2. Coordinate the project activities with different stakeholders, including civil society actors
  3. Staff Management
    1. Train the staff under your responsibility and support them in fulfilment of their tasks
    2. Support in the capacity strengthening of local actors, including civil society, in collaboration with the Protection Project manager and Coordination Manager
    3. Supervise the  daily activities in the field and in the office
    4. Evaluate the  staff’s work performance in accordance with Concern administrative procedures
    5. Provide technical support and on-going on-the-job training and coaching to staff.
    6. Identify staff training needs, but also Program Participants needs, and recommend on-job or other capacity building measures in consultation with the Programmes Director, Concern technical advisor and the HR department.
    7. Proper planning of staff leaves and absences.
  4. Surveys, shelter assessments, preparation of designs and documentation
    1. Lead the shelter intervention in target area of Beirut, including consultation with local stakeholders, civil society members, participatory assessment, secondary data analysis, and response design
    2. Oversee the distribution of Shelter weatherproofing and Shelter upgrade and rehabilitation, in collaboration with the MEAL department;
    3.  Ensure proper follow up of beneficiaries after reception of the service for additional support and referral
    4. Support the technical team in preparing all detailed scope of works and designs including all necessary drawings, specifications, and Bill of Quantities
    5. Prepare tender and contract documentation
    6. Assist in the technical evaluation of submitted quotations and recommendation of contract awards
    7. Ensure case identification within target populations and subsequent referral for service provision (health, education, legal assistance, livelihoods, WASH, etc.)
    8. Ensure that all upgrade and installation works conform to specifications and are of the highest quality
    9. Promptly notify the contractor of defective works and ensure that they are rectified
    10. Monitor progress on site relative to the project programme / timeline
    11. Record, note, and justify any additions or variations to the works
    12. Certify project completion
    13. Ensure proper contracting, field level oversight, works certification and payment preparation processes for contractors and other service providers engaged to execute water supply, sanitation and site improvement works in informal settlements.
    14. Support in sharing of experience of the project
  5. Implementation of Protection activities
    1. Supervise, coordinate and report on the progress of the Protection activities in the given area of intervention in collaboration with the Protection Team Leader
    2. Ensure case workers are well supervised on the identification, assessment, documentation, referral (to relevant services) and follow-up of women survivors of GBV and at-risk children and families (Case Management)
    3. Provide technical support, staff guidance to the Protection Officers to ensure good implementation of protection sessions, including Psychological first aid and PSS, as required in the programme.
    4. Ensure Protection mainstreaming during the implementation
    5. Follow up with all the Protection activities (PSS, PFA sessions and case management)
    6. Ensure that all resources (technical, financial, HR) are in place to implement the different projects of the Protection programme in accordance with the work plans and realistic timeframes and milestones agreed with contractor and donors
  6. Procurement and Budget Management
    1. Prepare procurement plans against approved work plans and ensure timely initiation of procurement requests in line with Concern guidelines and procedures.
    2. Ensure that Concern and donor policies are followed in the selection of contractors and that the tender decisions are well documented.
    3. Approve budgeted expenditure in line with Concern’s thresholds and donor financial guidelines, ensuring that requested expenses match approved procurement plans.
    4. Monitor programme budgets and management accounts, flagging over/under expenditure and recommend corrective measures in a timely manner to ensure relevant activities are being implemented in accordance with agreed budgets and timeframes.
    5. Prepare monthly budget forecasts with reference to the overall programme annual budget forecast and submit to the Country Financial Controller (CFC) on time.
    6. Ensure proper contracting, field level oversight, works certification and payment preparation processes for contractors and other service providers engaged to execute works in targeted locations.
    7. Monitor warehouse material stock and dispatches to avoid idle stocking, and ensure deliveries are done and utilized in compliance with Concern procedures.

    5. Ensure the spirit of solidarity is maintained with regards to Concern’s interaction with civil society groups involved in the response, in order to minimise clashes or misunderstandings
    6. Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required

Skills, Qualifications, Experience and Attitude Required

  • Degree or equivalent in Engineering, certificate in building/construction or related technical qualification with relevant experience
  • Good knowledge or degree or equivalent in Community Mobilization, protection activities, related technical qualification with relevant experience 
  • Minimum 3 years of humanitarian experience, with at least two years at management level.
  • Minimum of 3 years’ experience in engineering, Shelter and WASH, protection activities
  • Knowledge and experience of participatory methods of community engagement and sensitisation.
  • Leadership and supervisory skills and ability to foster team spirit.
  • Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders.
  • Thorough understanding of budgetary, HR and procurement processes.
  • Fluent in English and Arabic
  • Representation experience and very good communication skills
  • Proven ability in report writing, research and documentation.
  • Experience in collaboratively working with local authorities, partners, NGOs.
  • Willingness to have long working hours, and travel to sites when required.
