1. Background

Concern Worldwide is an Irish Intentional Non-Governmental Organisation working in Lebanon since 2013. The Lebanon branch of Concern Worldwide provides assistance to the Syrian Refugees and the Lebanese host communities through its projects. Concern has between 80-90 national staff based in its main office in Halba.

2. Purpose of the Consultancy / Role & Responsibilities

Concern intends to hire the service of a professional consultancy firm / consultant for the following;

NSSF:

  • Withdrawal of the monthly family allowances sheet from the NSSF
  • Calculation and payment of the monthly subscriptions as well as the yearly nominal sheet declaration
  • Transfer and updating of the family allowance files of the insured employees
  • Transfer of the medical coverage files of the insured employees
  • Registration of new employees and declaration of end-of-service of the staff members.
  • Settlement of the end- of-service indemnity procedures.
  • Deregistration of leavers from NSSF
  • Any other task assigned related to NSSF

 

Income tax:

  • The registration of the existing employee (R3 & R4) on the MoF portal
  • Calculation of the income tax due by the employees on a quarterly basis and submission of R-10
  • Processing the quarterly tax invoice that shall be paid directly through the bank
  • Reporting on the settlement of the quarterly tax by the MoF
  • Processing the yearly declaration sheet, as well as the yearly income statement of each employee to be presented to the MoF
  • Registration of the new employees at the MoF
  • Completion and submission of R3/R4, R-7, R-5, R-10 & Form J (Yearly return for entities exempted from tax) within the MoF deadlines
  • Providing legal opinion to Concern on Tax compliance
  • Keep the organization updated of the changes in Tax laws/procedures.

 

Value Added Tax:

-              Classification of the organisation as a “non-profit organisation exempted from the VAT”

-              Recovery of the VAT charged on the organisation

-              Processing and submitting to the VAT department the quarterly retrieval statements

-              Submission of VAT exemption request on Behalf of Concern

-              Keep Concern Updated of the changes in VAT compliance/procedures

 

3. Experience & Qualifications

  • Bachelor degree in Law, accounting, Finance or any other relevant field.
  • A very good understanding of the Lebanese NSSF law and the taxation law
  • Fluency in written and spoken Arabic and English;
  • At least Five (5) years experience providing professional financial/social security support/guidance services;
  • Ability to prioritise own workload;
  • Ability to deliver targets to set deadlines as issued by the Government of Lebanon
  • Strong attention to detail; 
  • Previous experience working with NGOs;
