Project Background

The Lebanon Enterprise Development (LED) is a project funded by the United States Agency for International Development (USAID) with a goal to increase employment opportunities for Lebanese citizens. Due to multiple challenges, Lebanon’s private sector is lagging in creating economic opportunities and jobs. LED will identify binding constraints preventing businesses from increasing sales or reaching new buyers/customers and will provide customized technical assistance to enable Lebanese enterprises to expand their activities, increase sales and create jobs. Over time, LED will also prioritize selected business enabling environment problems and work with the relevant stakeholders to analyze these issues and propose the needed solutions.

Objective of Position

The grants and procurement specialist will assist the grants and procurement manager with reviewing and recording incoming requisitions for grants funding for accuracy prior to handing the grants requisitions and with conducting procurement as needed. The grant specialist will prepare and audit all award files in line with USAID policies to ensure efficient support of core programs 

Specific Duties, Responsibilities, and Accountabilities

  • Assure compliance of Grants Under Contract process according to the grant’s manual.
  • Support the issuance of expression of interest, RFQ and RFP
  • Prepare grants documentation to be issues under LED project
  • Follow up with potential project grantees to fill out required grant documents and review documents and file checklists to ensure document completion and accuracy.   
  • Help grantees finalizing the scope of work and the budget.
  • Support grant procurement needs and negotiate with grantees.
  • Manage grantee budget cycle closely, ensure on time invoicing and compliance reporting.
  • Support pre-award capacity assessments.
  • Support grants and procurement manager with conducting procurement.
  • Provide vetting and due diligence support.
  • Provide policy guidance and interpretation for program staff as well as grantees and conduct ethics and grants training for grantees.
  • Maintain and routinely update any procurement or grant database.
  • Maintain the inventory tracking system for items procured under grants.
  • Maintain, organize, and file documents electronically and in hard copy in an efficient tracking and filing system.
  • Other duties as assigned

Reporting

The Grants and procurement Specialist will report directly to the grants and procurement Manager or his designee.

Qualifications

  • Bachelor’s degree required
  • Arabic and English fluency required
  • Minimum two years’ experience in grants and procurement
  • Previous professional experience with international donor programs (USAID strongly preferred)
  • Attention to detail, excellent organization skills, and able to multi-task
  • Demonstrated ability to work productively within a team
  • Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment
  • Computer skills including strong knowledge of Microsoft Excel, Word and Office applications.
