Our main partner is the United States Agency for International Development (USAID), but we occasionally work with foreign donors as well. USAID/Lebanon Community Support Program (CSP) 

This 5 year project aims to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence in Lebanon. We’re a regionally based program, based in Beirut with activities in Bekaa, North, and South Lebanon. Chemonics is the sole owner of the Lebanon Community Support Program IDIQ contract. We currently have two Task Orders. Task Order 01 (which covers Operations and Management) and Task Order 02 (covers our technical community support work). We may be awarded more task orders in the future.

 

1.  Specific Duties and Responsibilities

  • Supports accounting and financial operations for the Lebanon CSP field office.
  • Ensures that basic accounting operations are sustained in the office while also ensuring project accounting policies are followed.
  • Performing detailed review of expense reports as to ensure that all back-up documents and approvals are available prior to processing subsequent payments.
  • Works with the bookkeeper and senior accountant to coordinate and implement proper protocols to ensure the field office is operating under consistent financial practices.
  • Records and processes monthly field office project expenditures (locals) in the internal accounting system and submit locals to the home office on monthly basis.
  • Uses strong interpersonal skills to effectively work with all staff and ensure financial policies are followed.
  • Ensures all necessary taxes are withheld from applicable payments.
  • Tracks VAT expenditures and ensure forms are submitted to senior accountant.
  • Prepares monthly financial projections and wire transfer request to receive funds from home office.
  • Responds to home office requirements and needs.
  • Performs financial tracking of local subcontractors and other analysis upon request.
  • Assists with ad hoc financial monitoring and analysis of grant budgets and actual versus obligated disbursements and financial transactions as needed.
  • Confirms backup documentation is complete for local employment agreements including both long- and short-term.
  • Prepares payroll calculations and ensure full compliance with all tax requirements prior to making payroll.
  • Processes payment of vendors and check preparation.
  • Performs other duties as assigned by the supervisor or Deputy Chief of Party of Operations, or equivalent.

2.  Place of Assignment

 

The Accountant will be based in the project’s main office in Beirut, Lebanon, and travel throughout the country as needed.

 

3.  Knowledge and Experience:

 

  • University degree in Finance or Accounting
  • Certification?
  • Minimum three years’ professional experience in accounting or finance management
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
  • USAID or donor experience preferred
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
  • Excellent oral and written English skills required; proficiency in Arabic is required.

 

4.  Reporting

 

The Accountant will report directly to the Operations and Finance Manager, or equivalent.
