1. BACKGROUND:

The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization based in Beirut. CLDH was created in 2006 by the Franco-Lebanese Movement SOLIDA (Support for Lebanese Detained Arbitrarily), which has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human rights violations. CLDH monitors the human rights situation in Lebanon, fights enforced disappearance, impunity, arbitrary detention and racism and rehabilitates the victims of torture. CLDH regularly organizes press conferences, workshops and advocacy meetings on human rights issues in Lebanon and collects, records and documents human rights abuses in reports and press releases. CLDH team on the ground supports initiatives aimed at determining the fate of all missing persons in Lebanon. CLDH regularly follows up on numerous cases of arbitrary detention and torture in Lebanon in coordination with Lebanese and international organizations, and with the United Nations Working Group on Arbitrary Detention WGAD and the UN Special Rapporteur on Torture.

2-Job Profile:

Under  the direction   of the Program Coordinator, the consultant should develop and deliver a four-days training of trainers in Arabic to a group of 15 participants  already selected by CLDH. The participants will be provided with a training on torture, LGBT, Refugees (civil and political rights), labor law, and facilitation skills. 

2.1-Training requirements:

-Developing the training’s curriculum and teaching aids including the agenda, working methods and procedures, handouts, and evaluation forms(which will be discussed with CLDH team).

-Identification of the Elements of each of the following topics: 

1-Definition of torture, legally.

2-Legal challenges faced by LGBT community. 

3-Refugees - Residency issues and civil documentation. 

4-Labor law

5-Facilitation skills

-Provision of a brief background on CAT and OPCAT and the binding nature of the state’s obligation and the judicial application under CAT/OPCAT as well as other international laws and conventions. 

-Assessment of how law can be transformed into an agent of reform. The role of law can be analyzed based on the following three elements:(a) Protection of rights, (b) Regulation of behavior/conduct, (c) Law as an agent of social reform.

2.2-Key Deliverables:

After the delivery of the training, the trainer is expected to submit to CLDH a report including a concise presentation of the training session content and the applied methods as well as his feedback on participation, level of interest and the most important issues raised throughout the training sessions.(The trainer is also expected to design the training evaluation forms, both pre and post tests for the sessions).

The outline of the report should include:

1-Objectives of the Training Sessions AND a comprehensive evaluation detailing what changes have taken place in the participants during the course of the Training Sessions which have led to these objectives being achieved

2-Brief description of participant’s profile (participant numbers, age, nationality, role in his or her community, etc.)

3-A detailed explanation of the Training Sessions' methods and specific exercises

4-What were the challenges in achieving the objectives of the Training Sessions?

5-What were the successes you can highlight? 

6-Analysis of the participants’ pre and post-tests

7-Analysis of the participants’ evaluation forms

8-Recommendations for next steps (follow up measures)

9-Recommendations for similar future activities

10-Annexes: Agenda containing questionnaire templates, training material, data entry of the pre and post tests and evaluation forms (using software such as Excel) and all other relevant documentation together will all of the completed Forms as well as hard copies of all other relevant documentation

3-Values and Ethics:

The  candidate  should have a high  level of integrity,  accountability, and punctuality  and be willing to work beyond normal working hours. He/she should also demonstrate and be exemplary in portraying CLDH values and ethics. He/she should be a good team player.

Qualifications:

●A minimum of 3 years of similar work experience

●Great communication skills 

●Extensive facilitation/training experience

●Candidate should be able to work independently – with minimum supervision and guidance from supervisors.
