OBJECTIVE

The Human Resources Learning & Development Officer is responsible for setting clear points of evaluation and able to demonstrate the degree of success achieved for all L&D interventions, providing support in HR functions related to recruitment and onboarding.

DUTIES

Training

  • Monitor regulatory requirements for staff training and competence and ensure that all requirements and subsequent changes are reflected in all statutory and mandatory training
  • To create design and deliver L&D solutions to support the organizational change and development outlined in the overall L&D strategy using a blend of methodologies including self-managed learning and on job learning as appropriate
  • To record, collate and retain management information to demonstrate progress against KPIs and departmental goals and objectives
  • To keep up to date with current thinking on training practice and methods; e-learning development and ‘rapid’ on-line software technology
  • Work in a team to produce programs that are satisfactory to all relevant parties in an organization, such as line managers, heads of departments
  • Consider the costs of planned programs and keep within budgets
  • Plan and assess the 'return on investment' of any training or development program
  • Develop effective induction programs for new staff, apprentices and graduate trainees
  • Monitor and review the progress of trainees through questionnaires and discussions with managers
  • Conduct appraisals

Recruitment and Onboarding

  • Provide Employees with guidance and support on employment and HR policy matters
  • Assess applications, interview applicants, administer selection tests, prepare reports and make recommendations to management about staff appointments
  • Meet with new starters on their first day and prepare inductions tour
  • Oversee all administrative arrangements relating to the recruitment and selection process such as:

O Arrange tests (General Reasoning and Technical tests)

O Prepare interview packs

O Arrange panel interviews
