The Director of Programs (DP) provides overall leadership and management for all Caritas Lebanon Programs including leading the planning, design, development, implementation, monitoring and evaluation of the country programs and ensuring the quality of projects, implementation, donor reporting, and field level management is of the highest standards.

The DP oversees the following departments: technical/sector departments, M&E, program development, grants management. Under the guidance of the Executive Director, the DP supports the translating of Caritas Lebanon’s vision and strategy into project implementation and ensuring project design and implementation are geared towards achieving scale and impact.


Program Management

  • Liaise closely with the Management, Executive Director and Heads of Divisions and Departments to determine the needs of Caritas Lebanon programs
  • Work closely with the Heads of Departments on the development, improvement and expansion of projects
  • Direct the development and implementation of existing tools, protocols and guidelines in compliance with Caritas Lebanon values and standards
  • Supervise the allocation and management of programs’ resources
  • Ensure that the procurement of Programs’ supplies is in compliance with the program budgets and Procurement Policies
  • Ensure that activities are being implemented and services are being provided as per Caritas Lebanon standards
  • Keep the Management and Executive Director informed with all Programs details and updates

Support management of potential partner relationships

  • Ensure that all strategies, work plans and budgets are implemented accurately and that indicators are met on a timely manner
  • Oversee and ensure that the financial spending in addition to spending plans and monthly pipelines creations are on track in coordination with the Finance Manager
  • Lead grants meetings for any new funding received
  • Report regular updates to the Executive Director
  • Continually stay up-to-date of new developments in grant management best practices and their applicability to the needs of Caritas Lebanon

       Grants Management

  • Supervise the planning and design of programs and proposals are in line with donors’ requirements and Caritas Lebanon policies
  • Compile program budgets based on project activities in coordination with finance department
  • Ensure program compliance with donor policies and regulations and complementary with other agencies’ efforts

Support Monitoring and Evaluation Systems

  • Meet with concerned Heads of Departments concerning the gathered data analysis and provide alternative strategies of program implementation
  • Ensure that statistics of the compiled monthly and quarterly reports are correct and delivered on time
  • Liaise with the Reporting Officers to stay updated on the implementation of the reporting system

Program Development

  • Help grow and develop Caritas Lebanon’s Programs portfolio through background information gathering, concept and proposal development.
  • Mobilize networks and resources for donor mapping, needs assessment and building partnerships


  • Represent Caritas Lebanon at donors’ meetings, assessment missions, coordination meetings and others as required
  • Engage in local and international networks
  • Act as the positive image of the organization while promoting Caritas Lebanon Code of Conduct, ethics & values to internal and external stakeholders
  • Liaise, when needed, with local authorities, donors and partner agencies
  • Coordinate donor and stakeholder visits to field sites as needed

  • 10+ years of experience in program design and evaluation, ideally including supervisory experience and experience in development/emergency response/programming in humanitarian settings
