CARE International in Lebanon (CIL) is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. Launched in September 1st 2018, the 2 years´ multi-country project “Strengthening access to protection, participation and services for women refugees, Internally displaced people IDPs and host communities” is funded by the European Union Regional Trust Fund in Response to the Syrian Crisis, the EU “MADAD” Fund. The overall objective is to improve the livelihood, agency and legal and social protection for Syrian women refugees, IDPs as well as for women in the host communities in Lebanon. To address the multi-layered repercussions of the protracted refugee crises on women and girls, a consortium with credible and experienced national and international organizations was formed. In Lebanon the consortia is formed of EuroMed Feminist Initiative (EFI) , Care International Lebanon (CIL), Legal Action Worldwide (LAW) and Lebanese Women Democratic Gathering (RDFL). 

 

The Social worker will be based in the SDC in Mount Lebanon and will support the Gender and Protection Field focal point in implementing a new project as part of an anticipated Madad funded consortium that addresses issues of women’s rights, strengthening capacity and provision of legal services.  CARE as part of this consortium will be developing community-based protection practices, programs, and activities with the Ministry of Social Affairs (MoSA) to support and strengthen its social development centers (SDCs). This position will work directly in the SDC’s and support the center in a specific area in initiatives to address gender based violence, sexual and reproductive health information, and youth safe spaces and develop community outreach strategies and trainings with technical inputs from the Gender and Protection focal point and work closely with SDC staff.  

 

1.General duties and responsibilities:

 

  • Works directly with woman/girls/men/boys at the SDC, carrying out Psychosocial support, life skills and awareness sessions activities with them, involving community members when appropriate.
  • Ensures that GBV SOPs are understood, enacted, maintained and applied in the SDC.
  • Safe identification and referral for GBV survivors to case management agencies when needed and with taking the survivors consent.
  • Provide accurate and timely information to beneficiaries about services available including health, psycho-social services, livelihood activities, and others.
  • Informs supervisors about any difficulty met in CARE’s activity implementation.
  • Acts in the best interests of women and girls.
  • Implement outreach activities to engage local communities and maximize the effectiveness of intervention.
  • Work closely with SDC director and SDC staff to ensure stimulant coordination of activities and other tasks.
  • Work closely with the outreach ambassadors to implement activities inside and outside the SDC

 

2.Specific duties and responsibilities:

Youth Friendly Spaces:

  • Assists, plans, organizes and participates in activities with youth.
  • Provide age appropriate basic counseling when needed for adolescent girls and boys with adhering to child protection SOPs
  • Maintain the daily attendance register and monthly inventory sheet.
  • Work closely with community ambassadors to outreach project activities.
  • Ensures youth under her/his responsibility are not exposed to any form of harm or stress during the activities.
  • Follows security rules.
  • Work with youth and for youth.

 

During all the time with youth:

 

a. welcome them
b. listens to them
c. guide them
d. work hard to make them feel comfortable and happy

 

Plan and manages activities that are:
a. various
b. safe
c. adapted to the age of youth
d. adapted to the physical and mental capacities of the youth
e. adapted to the needs of the youth
f. adapted to the number of youth attending the center

  • Facilitates and encourages the participation of all youth, notably the most vulnerable ones, ensuring proper attention is paid to their specific emotional and physical needs / difficulties.
  • Be available for eventual trainings provided by CARE.
  • Ensure that the provided center material is accounted for and secured at the end of each day.

 

Case Management & referrals :

1. Contributes to the identification of project targeted women/girls and manage and refer cases when needed.

2. Process and follow- up on all referral done in an adequate time frame.

3. Mapping and updating relevant service providers and response actors in areas of intervention

4.Coordinate effectively with GBV case workers to ensure their presence while providing key GBV sessions to adolescent girls and female caregivers and facilitate introduction of GBV case management services to session participants;
5. Accomplishes other assignments given by supervisors or other professionals intervening in the center (e.g. trainers).

 

Reporting:

  • Provide in respect of the following timeline, the program activities (weekly report of daily activities), monitoring tool (weekly filled)
  • Collect from other social worker information about vulnerable cases.
  • Coordinate and write the weekly evaluation report. 

 

Meeting:

  • Be available to participate in meetings in the centre or in CARE’s Office (if needed).
  • Meets with other program staff as required.
  • Any change to the proposed activities should be discussed with the CARE’s area focal points.
  • A high degree of flexibility on the part of all staff is expected in order to respond to the ever-evolving situation. This job description may change based on the situation in the field.
  • He/she can be asked required to perform other related duties as identified by his supervisor.

Experience 

  • Experience in programming and promoting issues on protection, GBV, sexual reproductive health (SRH), early child marriage (ECM), women’s voice and/or economic empowerment in preferably an NGO setting is a plus.
  • A minimum of 2 years of progressively responsible professional experience is required.
  • A minimum of 2 years work experience in implementing programmes focused on women and girls victims or at risk of violence
  • Deep knowledge of GBV issues and ad hoc curriculum.

Required Degree: 

Bachelor’s in social work or equivalent
