Project Management & Proposal Writing Consultant

1- Overview

Project partners, at local or national level, bring knowledge and understanding of poverty and injustice as they play out in their own community and country context. They may be grassroots organizations, cooperatives, small businesses or government officials, who best understand the issues at stake. CARE aims to support and enhance their skills and capacity so that communities can unleash their full potential.

This position represents an exciting opportunity to lead the capacity building for our partners, as the reality is that Project Cycle Management starting from the need assessment and proposal writing and ending with project monitoring and evaluation, is one of the major assets which should be in every humanitarian organization. 

2- Scope of Work

The consultant will be asked to provide two separate training on Proposal Writing and Project Management. The scope of the training will include the following main points:

  1. Project Cycle Management:
  1. Planning (Special focus on Need Assessment)
  2. Implementation
  3. Monitoring and Evaluation
  4. Reporting
  5. Closing
  1. Proposal Writing:
    1. Project Proposal Writing
    • Selection of an area/topic
    • Defining goal, objectives, beneficiaries
    • Putting activities right

 

    1. Attachments to the Project proposals
    • Work plan
    • Timeline
    • Budget

 

    1. Final stage
    • Monitoring & Evaluation

3- Requirements

Academic Qualifications:

Master’s Degree or equivalent in Business Administration, NGO Management, Development, training or any related field.

Required Experience:

  • Five to seven years of experience in the field of NGOs development, training, and other related fields;
  • Strong oral presentation skills for discussion and running training on project cycle management with tangible results taking into account the local context;
  • Experience in developing training material in PCM and soft skills, etc., for multiple audiences;
  • Good knowledge of the NGOs sector;
  • Substantial experience in developing capacities of stakeholders at the local and community level in complex environments;
  • Extensive experience in conducting training and facilitation sessions;
  • Experience working with INGO is an advantage;
  • Availability for time-durations specified in ToR.
  • Fluency in Arabic and working-level in English

 

Competencies and Special Skills Requirement:

  • Proven track of excellent training skills;
  • Proficient in English and Arabic, and able to write reports, proposals;
  • Workshop management and presentations skills;
  • Computer literacy, in particular experience with Microsoft Office products (MS. Words, Excel, Power Point, Internet Explorer, etc.);
  • Able to communicate effectively and facilitate open discussions;
  • Network with related national & international agencies;
  • Report writing

4- Deliverables

The Deliverables of the training are as follows:

  1. Develop effective and context specific training materials/tools for Partner’s Staff, following analysis and development of a baseline of Partner’s Staff knowledge of the topic
  2. Partner Staff Pre-Test
  3. Provide training to Partner’s Staff
  4. Conduct Post-Test after-training and analysis of the Partner’s Staff knowledge of the topic
  5. Produce final report setting out recommendations for capacity strengthening and/or gaps in Partner’s Staff knowledge on the topic
  6. The training workshop should meet the following minimum criteria:
  • Enhances staff confidence and competency in terms of an understanding of the issue
  • Engages trainee staff in actual delivery of sections of the training
  • Engages trainee staff in simulating relevant and realistic challenges for practicing and applying the material
  • Encourages trainee staff to participate using:
      1. Brief presentations
      2. Live demonstrations, group work, energizers and icebreaking games Innovative and interactive practical exercises with feedback and coaching on the relevant skills and processes, discussion exercises, and application of reinforcement tools
