Job Summary:
The PDM will be working, coordinating and leading all new business development opportunities, support program and support departments with grant management. This position is responsible for program reporting, proposal development process, and donor mapping.

Education & Certification:
Bachelor’s in social science, business administration, socio-economics, humanitarian affairs or equivalent. Master’s degree is a plus

Proven Experience:
At least 3 years of work experience in not-for-profit awards management.
Excellent knowledge of compliance requirements of various types of institutional donors (BPRM, ECHO, EU, USAID, DFAT, SIDA, GAC) and private foundations
Understanding of the financial aspects of award management and understanding of operations and programming.
IT / Software / Technical Skills:

Detailed Responsibilities & Tasks
Responsibility #1: Business & Proposal Development
- Draft, coordinate, edit, and support quality assurance of concept notes and proposals in line with identified needs and funding opportunities, in coordination with program staff, finance staff, and the DCD-P
- Be involved in program design workshops as requested by DCD-P for new business development opportunities with relevant program staff.
- Package grant proposals to suit the requirements of different donors, including working with the Communications team to develop separate marketing collateral aimed at different audiences (CMPs, Institutional donors, Corporates etc)
- Ensure that CARE’s values, principles and practices and commitment towards women and girls and relevant mainstreaming activities are considered and applied by all team members to achieve organizational outcomes.
- Facilitate collaborative working between the Finance and Programme Teams
- Develop and update a donor mapping matrix, which maps current and potential donors for CARE International in Lebanon, their priorities, policies and anticipated calls for proposals. As part of the process, the Awards Management Officer will also
- Ensure successful on-going donor relationship management and ‘ownership’ of relations with donor and corporate representatives locally.
- Liaison and work within CARE confederation to establish strong working relationships and relevant country donor strategies
Responsibility #2: Grants Management
- Maintain thorough knowledge of all CARE International in Lebanon grant contracts to ensure understanding of contractual obligations and regulations. This will include reviewing contracts, facilitating grant agreement processes and amendments, and ensuring all contractual milestones are regularly communicated to relevant project staff.
- Ensure quality information management related to grants by overseeing the regular maintenance of reporting calendars and updating of internal CARE documentation and Grants Unit tools.
- Coordinate review and approval of donor agreements and Care internal grants agreements.
- Take the lead on coordinating internal and external reporting with programs and finance, ensuring high-quality, well-written and timely reports meeting donor and CARE requirements. Maintain close collaboration with all relevant departments at country and relevant CARE members in preparation of donor reports.
- Review narrative report quality and support PMs in report writing as requested by DCD-P or relevant PMs.
- Assist the DCD-P in organizing grants opening, progress review and close-out meetings. Preparation for grants openings meetings will include compiling all relevant project documentation while developing summaries of project contracts and proposals.
- Prepare a monthly Award analysis for all secured grants and in-pipeline opportunities ensuring actions taken are highlighted to Senior Management Team at country level and to CARE France.
- Ensure that the awards management system on the shared drive is effectively maintained and up to date for all awards and sub-awards including Go/no Go.
- Identifying the systemic and structural issues that may impede grants growth and identifying and implementing mechanisms to overcome them.
Responsibility #3: Support strengthening CARE’s partnerships
- Work closely with CARE Senior Management Team to update partnership strategy when deemed necessary and caught up on trends and innovation in partnership practices.
- In line with capacity building programs of the CARE Lebanon office, deliver capacity development training for individuals and teams. This will include coaching and mentoring support staffs ability in proposal writing or report writing
- Identify potential strategic partners and engage in strategic partnership discussions in close collaboration with the program team
- Coordinate organizational capacity assessments (which include finance, governance, programmatic, gender and other aspects) for all potential and current partners, working closely with CMPs on the due diligence aspects.
- Support and inform the assessment results analysis, identify the gaps and areas where partners’ skills need enhancing and ensure the data analyzed drives the prioritization of appropriate capacity development interventions.
- Facilitate the partners’ selection process through carrying on all required procedures including due diligence in compliance with CARE regulations.
- In coordination with the Program Department develop a pre-approved and comprehensive database of partners per expertise in sector including civil society and government academia.
- Ensure all partners undergo vetting against proscribed organizations list.
Responsibility #4: IV. Networking and Communications
- Represent where appropriate CARE with donors and in donor fora.
- Participate in the senior management team (SMT) where appropriate to provide effective analysis and leadership on Business Development.
- Systematically develop excellent working relationships with donors, corporate representatives and CMP counterparts. Particular attention should be given to building relations with strategic donors/partners in-country and include UN agencies, the World Bank and large Foundations.
