Care international in Lebanon (CIL) is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE International in Lebanon (CIL) is supporting local communities with their longer-term needs and basic rights through WASH, Shelter, Protection, and longer term economic development solutions and activities in collaboration with local partner organizations in the North, South, Beirut, and Mount Lebanon Governorates.

 

CIL is a partner on a multi-country initiative starting September 2018, to strengthen access to protection, participation and services for women refugees, IDPs and host communities. The overall objective is to improve the livelihood, agency and legal and social protection for Syrian women refugees, IDPs and host communities in Lebanon, Iraq/Kurdistan Region – Iraq (KR-I) and Jordan.

 

CARE is currently seeking a specialist who will lead the team on this project in terms of technical assistance on gender-based violence; sexual and reproductive health information and linkages; protection linkages; youth and community activities both in communities and working with Social Development Centers in various locations across the country. The successful candidate will also provide technical assistance for project managers on other protection and gender related initiatives of CARE Lebanon.

 

This position is based in the Beirut office and will support CARE’s field offices/project sites currently in Mount Lebanon, Beirut, and North Lebanon in the implementation of a variety of protection and gender transformative projects and global and regional CARE initiatives leading research, as well as supporting high level advocacy and networking on GBV and women’s empowerment. This senior position will report to the DCD-Program. The position is expected to bring significant expertise in program design and implementation. Knowledge of the region is highly desirable.

Education & Certification:

Proven Experience:

  • Minimum of 5-7 years of experience in GBV and protection programming, including significant experience as well on sexual reproductive health (SRH), early child marriage (ECM), women’s voice and/or economic empowerment and at least 3 years’ experience of working in an advisory, technical coordination position
  • Proven experience of promoting practical and impactful social and gender justice initiatives, and community-based protection initiatives able to demonstrate change
  • Proven skills in partnership building, influencing and negotiation with a range of actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups
  • Master’s degree in a relevant field (Social Science, Public Administration, Business Administration, Developmental Studies)
  • Strong understanding of the Lebanon political, legal, and social systems as related to GBV and refugee protection as well as demonstrated experience in working in/collaborating with civil society
  • Proven skills in partnership building, influencing and negotiation with a range of actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups

Detailed Responsibilities & Tasks

Responsibility #1: Project Implementation

  • Oversee the overall implementation of CARE Lebanon’s GBV and protection programs, with a specific focus on the consortium-based gender project across 3 sites in Lebanon, in close coordination with the Project Manager to ensure implementation is in line with program strategy.
  • Support Project Manager in overall successful project implementation as per national standards, donor agreement and CARE guidelines and agreed implementation strategy.
  • Participate in grant review meetings ensuring partner NGOs are compliant with donor regulations and are on track with implementation
  • Make sure partner NGOs (or in direct implementation case) carry out works in accordance with CARE’s GBV and protection guidelines and standards
  • Conduct regular field monitoring visits to provide support to partners and to ensure quality implementation.

Responsibility #2: Technical support and capacity building

  • Provide technical support and training to CARE and partners staff on relevant topics such as community and women’s empowerment, mobilization, and synthetization, GBV, MSRH, and ECM.
  • Work closely with CARE’s regional and global technical advisors
  • Ensure CARE representation in the relevant technical coordination meetings both at HQ and at field level where possible, and in all relevant forums on technically associated topics.
  • Lead trainings for staff and partners alike and review quality of project based technical trainings.

Responsibility #3: Program development and donor reporting

 

  • Coordinate the necessary market assessments, needs assessment, gap analysis and scoping exercises to redefine CARE’s priority interventions and strategic planning in the Lebanese context.
  • Elaborate Concept notes and Proposals for related new projects
  • Submit regular technical reports as required
  • Provide timely technical support to Project Managers in providing assistance writing reports to donors
  • Support program strategy development as needed

Responsibility #4 Research and Learning

  • Develop and implement research together with the MEAL team and field staff which contributes to a deepened understanding of women’s empowerment and gender issues in Lebanon, in particular around GBV, SRH, and economic empowerment
  • Support project research, evaluations, and baseline studies on gender/women’s empowerment with technical advice and guidance
  • Keep abreast of relevant existing and new research in Lebanon by other institutions that is related to women’s empowerment/gender issues; and disseminate key outcomes with field teams in appropriate and effective way
