How to apply For individual consultants: Please submit your technical and financial proposal to undertake the above activities by sending an email to [email protected] by May 31, 2018. The Consultant should submit a detailed proposal with the following components: a) Technical proposal to include: • Maximum of three pages outlining the Consultants’ understanding of the TOR; • The Consultant will provide a detailed work plan and delivery timeline • Copy of the CV; • Three references; • Copy of newly issued judgmental record for nationals; • Copy of ID or passport b) Financial proposal detailing the following: • Itemized consultant’s fees and costs - consultant should indicate professional daily rate including all cost to be invoiced to CARE • Provide proof of Ministry of Finance registration (Fiscal number) In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate. Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all cost. For registered firms: • “Vendor Profile” a document to be filled by the bidder to give a brief about the him. • “Proof of Company Registration” Official Registration Documents • “Vendors References” The details of the names, address and contact telephone of three (3) clients for whom the same type of services was provided in various and disperse geographic locations in addition to copies if official references letters provided by these references. CARE reserves the right to contact these references, without notifying the bidder. • Maximum of six pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques and tools to be used. • The Consultant will provide a detailed work plan and delivery timeline that will include survey results analysis, reporting, and post survey workshop of internal stakeholders, and recommendations for a Staff Wellness and Engagement Strategy (including a Gantt chart) • Financial Offer or detailed Price offer with explanatory notes if necessary. 1. Background of the Organization

 

CARE is an international humanitarian and development organization without  religious,  political  or government affiliation. CARE is committed to protecting and promoting the rights of vulnerable girls and boys, women and men and improving the lives of refugees and host communities alike.

 

CARE works at national, municipality and at the community level to develop customized solutions and ensure long-term sustainability as well as respond to basic needs. We design projects that fall into alignment with national priorities and be owned by communities. Our interventions range across clean water, affordable sanitation and community healthcare and sexual and reproductive health rights programs, economic opportunities, and protection.  Across program areas, CARE’s activities are guided by a rights-based, holistic, gender-sensitive/transformative, and inclusive approach.

 

CARE International has been operational in Lebanon since 2013 and works across the country.

 

2. Terms of Reference

 

CARE is seeking a senior-level report writing expert to conduct training for three local partner agencies to:

  1. build the organizations’ report writing skills
  2. understand the fundamental principles of report writing, including logical thought process, selecting material efficiently and producing well-structured and tailored reports
  3. write all sorts of reports related to implementation activities, challenges, and new opportunities

 

In collaboration with CARE Project Manager, the expert will design and implement a two-day workshop to meet the developmental needs of the three local partners. The workshop will be interactive and practical to ensure maximum impact.

 

For consideration, the consultant will have expertise in the following areas:

 

  • Technical understanding of Lebanon’s livelihoods and economic development context (Experience with MSME support, entrepreneurship and vocational training is a plus)
  • Reporting skills within the development and non-profit contexts
  • Data processing and reporting research or evaluation results
  • Presenting technical information in qualitative and quantitative forms
  • Workshop design and implementation

 

3. Qualifications:

 

  • 5-10 years of proven work experience in a senior programmatic role with an INGO, preferably in livelihoods and economic development programmes
  • Proven experience in handling project budgets from institutional donors
  • Experience writing reports to institutional donors
  • Master’s Degree in a social sciences field is preferable

 

4. Deliverables

  • A two-day workshop for capacity assessment (16 hours total)
  • A final report that illustrates the workshop, articulates the observed change based on activities, and includes further suggestions for trainees’ development.

 

5. Timeframe

 

The training will take place in mid-May 2018 after coordination with the trainer and the partners.
