CARE International is a leading relief and development non-governmental organization fighting global poverty. CARE has more than 65 years of experience and long-term presence in many of the world’s poorest and most vulnerable countries. CARE is supporting 1,051 poverty-fighting projects to reach more than 122 million people in 84 countries.

CARE International first established a mission in Lebanon in 2006 and in April 2013 further enhanced its presence in Lebanon in order to address needs of the refugee population and host communities due to the current situation. Currently, CARE International in Lebanon (CIL) operates from two offices located in Beirut and Tripoli.  Current employee head count is 56 people.

Objectives

CARE International in Lebanon (CIL) is seeking a consultant to provide assessment and recommendations to develop a Leadership Training Program for its staff. The consultant will also provide the curriculum, training, and coaching to estimated 15 mid-level managers and talented employees with great potential towards leadership in forthcoming period. CIL identifies mid-level managers as employees who report to the Senior Management Team, inputs into strategies, have a total of 2-3 years in a managerial role, and currently manages other staff. The Leadership Training Program stems from CIL staff engagement process, where core objectives aim to; a) support staff well-being; b) self-awareness, c) self-growth, d) conversation communication, e) managing stress and time, and f) procrastination.

The program should assist employees in developing and increasing their self-awareness so that they have a better understanding of their own strengths and weaknesses.  It should help create leaders,  encourage proactiveness and commitment within the organization, and develop managers to be highly successful in reaching organizational and individual goals.

 

CIL expects the proposed program to integrate its approaches to leadership development with other human resource components such as CIL mission, vision, values, core competencies, performance management, and career development.

 

 

The leadership Program’s should:

  • Align individual and organizational values and goals
  • Improve and strengthen staff engagement at all levels in broad organizational goals
  • Provide tools and methodologies for self-management and good people management skills
  • Increase individual employee and organizational performance by shaping future jobs in CIL
  • Fortify retention and increase motivation
  • Enhance the staff ability to manage change, take risks, collaborate, build partnerships, and teams
  • Identify talent and groom them for career growth within the organization

 

Tasks & Deliverables

The consultancy includes three main deliverables:

  1. Assessment report and recommendations: the consultant will meet with SMT and key stakeholders to assess training needs, clarify the objectives, conduct performance assessment, and propose a training curriculum tailored for CIL needs and objectives.
  2. Conduct the proposed training and coaching curriculum: conduct a series of workshops for the customized learning objectives. The training sessions should include blended programs and interactive training methods, role playing, practical activities, and business games. The consultant will provide ongoing individual coaching sessions. The consultant should provide attendance certificate to all participants.  
  3. Evaluation of the program: participants and SMT should be able to evaluate their satisfaction with the program on an ongoing basis. By the end of the program, CIL will be able to measure progress on behavior change and achievement of smart goals (individual and collective) achievements.
  4. Coaching Reports for every participant in the program.
  5. Final report and findings: Submit a final report with results of the Leadership Program, recommendations for the participants on how to engage in broad and when possible strategic levels of discussion, and action points for participants to utilize their potential and grow in the roles, by applying the knowledge and tools acquired in the program in their day-to-day activities.

 

Profile

  • High level relevant academic qualifications in HR Management.
  • At least 5 years relevant and professional HR Management experience as consultant in this kind of capacity building and workshops ideally in NGOS environment of similar sector.
  • Experienced in supporting talent management/mapping processes for organizations.
  • Project Management skills
  • Demonstrated excellent writing and verbal skills in English and strategic planning experience.
  • Relevant experience providing recommendations on staff leadership programs
  • Excellent workshop facilitation, public speaking, communication, and interactive presentation skills
  • Confidentiality and adaptability

Time frame

The consultancy should start by end of March and should be completed by September 30th, 2019.

For individual consultants:

Please submit your technical and financial proposal to undertake the above activities by sending an email to [email protected] . The Consultant should submit a detailed proposal with the following components:

a) Technical proposal to include:

  • Maximum of six pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques and tools to be used;
  • List of trainings the consultant is certified to provide including a timeframe
  • Copy of the CV;
  • List of previous clients for similar jobs;
  • Copy of newly issued judgmental record for nationals;
  • Copy of ID or passport

b) Financial proposal detailing the following:

  • Itemized consultant’s fees and costs - consultant should indicate professional daily rate or sessions rate including all cost to be invoiced to CARE
  • Provide proof of Ministry of Finance registration (Fiscal number)

In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.

Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all cost.

For registered firms:

a) Technical proposal to include:

  • “Vendor Profile” a document to be filled by the bidder to give a brief about the Travel agency.
  • “Proof of Company Registration” Official Registration Documents
  • “Vendors References” The details of the names, address and contact telephone of three (3) clients for whom the same type of services was provided in various and disperse geographic locations in addition to copies if official references letters provided by these references. CARE reserves the right to contact these references, without notifying the bidder.
  • Maximum of six pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques and tools to be used;
  • List of trainings the consultant is certified to provide including a timeframe

b) Financial proposal detailing the following:

  • Financial Offer or detailed Price offer with explanatory notes if necessary. Note that only budgets in US Dollars will be accepted.
