Next Generation is a British Council global research series focusing on the attitudes and aspirations of young people, and the policies and conditions that support them in becoming creative, fulfilled and active citizens. The research examines young people’s views around education, employment, and lifestyle, as well as uncovering their hopes and fears for their country, their degree of international engagement and views on the wider world, and the values and beliefs that affect their lives. In countries where we have conducted multiple Next Generation reports, the first acts as a benchmark, with later reports taking more of a deep dive into a given area, such as democratic engagement or experience of conflict.

The study will seek to understand the position and aspiration of young women and men in Lebanon in their own words. 30 years after Taif Agreement ended the civil war, how do young people perceive their identity in terms of ethnicity, community, language and culture? What are their local, national and international connections, and values? How do they navigate their lives and the legacy of the past in their interactions with their peers, their elders and with the recent changes to the make-up of their community in Lebanon? How do young women, in particular, differ or not from young men in their understanding of the legacy of the past?

The study will also ask are the current opportunities for young people meeting the expectations they have for their own lives and for Lebanese society? What are their ambitions in education and employment and what do they see as the challenges for achieving these? Do they feel their voices are being heard by their elders, by leaders, by the media and opinion formers and what channels or means do they choose to engage politically or effect social change? How do they navigate the world and their interaction with it, what information sources do they trust? And with political instability and encroaching foreign and civil conflict a constant concern, what are young peoples’ aspirations, plans and hopes for the future?

About the role

We are looking to commission Next Generation Lebanon and examine how young people in Lebanon are reacting to ongoing change. 

The Next Generation Lebanon report will ask a nationally representative sample (95% confidence rate or higher) of young people aged 18-30 who are Lebanese nationals in Lebanon about their experiences, their engagement in the civic, economic, social and democratic life of their country and their aspirations on influencing their community, country and wider world. This forms part of the global Next Generation series led by the British Council.

The research design is expected to include:

  1. Desk Research: a comprehensive review of published research on the attitudes, aspirations and behaviours of young people in Lebanon
  2. Next Generation Survey: an opinion survey that can be implemented across the country by telephone, face-to-face, or online
  3. In-depth Discussions: qualitative research with young people and other stakeholders to explore in depth themes emerging from the survey data
  4. Analysis of Data, Conclusions and Recommendations: with a strong focus on policy recommendations

The consultants will be expected to lead the assignment, but also to work alongside British Council staff in the UK and Lebanon to develop the methodology required as the research develops.

 

Qualifications and experience required

The British Council is looking to appoint a reputable research provider with the following qualities:

  • Strong qualitative and quantitative research portfolio, evidenced by previous projects
  • Expertise in conducting interviews and identifying case studies – evidenced by previous research projects and consultancies
  • Strong dedicated team with suitable experience and qualifications
  • Knowledge and expertise of the country of Lebanon
  • Experience of working with young people, and with evidence of showing how they can engage and amplify youth voice in this research
  • Real understanding of the Next Generation brief
  • Offering good value for money 
  • Capacity to deliver within an agreed timeframe

The final methodology used for this research project will be agreed by the appointed researchers in consultation with the British Council.
