WASH Project Manager
Beitokom Organization is a local, nongovernmental, non-profit organization.

GENERAL RESPONSIBILITIES:
The Project Manager is responsible for the implementation of WASH programming, with a focus on providing humanitarian assistance to refugees affected by the Syrian conflict. Current grants, where Beitokom is partner to international humanitarian agencies, focus on Hygiene Promotion & Community Mobilization. The Project Manager will have the following responsibilities:

Lead the WASH team, with support from partner organizations;
Provide technical advice and guidance to the project team to implement the activities according to WASH standards using project cycle management tools, while adhering to Beitokom’s WASH technical policy;
Train newly recruited staff on technical aspects of the work; the project cycle, WASH intervention logic, and implementation methodology;
Deploy and monitor staff to achieve the project’s planned outcomes effectively and transparently;
Monitor activities to ensure their accurate and timely implementation, as well as constant review and improvement;
Represent Beitokom in WASH technical working groups and interact with donors on specific project related issues and general WASH activities planned by the agency;
Contribute significantly to the design of future Beitokom WASH projects in collaboration with the Mission Coordination Team;

DETAILED OBJECTIVES AND TASKS:
1. Technical leadership of WASH programming:

In cooperation with partner agencies, develop implementation methodologies for current and future activities;
Ensure implementation of hygiene promotion activities, hygiene kit distribution, community mobilization, and delivery of emergency WASH services.
Ensure that all the steps of the project are agreed upon with local authorities, partners, and all other relevant stakeholders
Supervise field staff;
Build staff capacity on activity implementation.

2. Project coordination:

Produce work plans and monitor progress against project outcomes;
Report clearly and extensively to supervisors, donors, and partner agencies.

3. Team leadership and management:

Ensure effective and efficient daily deployment of all operational and support staff;
Ensure quality as well as quantity of staff output measured against target deliverables;
Ensure proper staff interaction with all stakeholders, particularly project beneficiaries.

4. Coordination with partners & stakeholders:

Ensure and maintain working relationship with local authorities, communities, and partners;
Represent Beitokom in sectorial working groups and other inter-agency coordination meetings.

5. Reporting and Learning:

Report weekly on activities and prepare internal reports during project lifetime;
Prepare all operational and narrative donor reports accurately and in a timely manner;
Help draft concept papers for future funding;
Capitalize on all acquired experience from projects through evaluations and lessons learnt review.

6. Administrative, Financial, and Logistic coordination:

Supervise and allocate project expenses;
Prepare procurement plans;
Ensure application of relevant procedures pertaining to supply chain, procurement, and transportation needs;
Prepare budget forecasts and monitor budget expenditure, ensuring compliance with donor requirements and project plans;
Participate in the formulation of new budgets.

DESIRABLE PROFILE:
The successful candidate will be dynamic, experienced, and capable of leading a junior team. He/She must be result oriented, professional, and knowledgeable. Experience must be relevant to Hygiene Promotion & Community Mobilization, with a supervisory background preferred. Key requirements include:

Previous experience in the humanitarian field with a supervisory role (at least 2 years);
Technical knowledge of WASH emergency programming;
Experience in working in insecure environments;
Experience in collaborating with local partners, authorities, international humanitarian agencies, and donors;
Advanced knowledge of Project Cycle Management;
Strong staff management and leadership skills;
Ability to formulate new projects and develop proposals;
Ability to develop reports.
