  • Technical Assessment
  • First technical assessment in the schools indicated by MEHE-PMU[1] and definition of priorities.
  • Liaise with the Engineering Department of the MEHE-PMU in order to comply with ministerial standards for the Rehabilitation, WASH[2] and/or COVID-19 interventions in the public schools.
  • Preparation of the detailed Bill of Quantities BOQs for rehabilitation and upgrading facilities works for submission to the MEHE-PMU according to the available budget and the priorities identified.
  • Monitoring and reporting
  • Regular (weekly frequency) follow up of the works with visits to the construction sites and ad hoc meeting with the constructors and contractors.
  • Track and record the BoQs follow up; quantity and quality control of the material used and work progress
  • Together with the MEAL[3] department, participate in the definition of the monitoring tools for the work and project indicators.
  • Monthly follow up meeting with the project manager
  • Final quality and quantity control for the works
  • Submit cumulative quarterly report to the project manager
  • Submit final report after completion of the work
  • Procurement and contracting  
  • Participate in the preparation of the tender and negotiated procedures.
  • Participation to the contractor’s selection committee, technical evaluation of the offers received.
  • Participate in the preparation of the contracts.
  • Regular follow up with contractors on the work progress, with regular field visits and reporting to the project manager and concerned staff. Approval of invoices received by contractors in function of the progress of work accomplished
  • Coordination with MEHE-PMU technical department and other stakeholders Management of the relations with the engineering department of the MEHE, submission of:  field visits program, assessments results, BoQs and BoQs amendment requests Management of the relation with school principles for coordination of the rehabilitation works Coordination with local authorities (municipalities and local ministry offices) for release of needed permits, facilitation in set up of the working site, administrative procedures etc. Follow up with MEHE technical unit on the official handover and preparation of hand over certificate.
