JOB PURPOSE:  This position will be part of an integrated Humanitarian programme with Oxfam in the Bekaa Valley. The WaSH component will include both public health engineering and public health promotion activities with the aim of providing comprehensive WaSH assistance to vulnerable persons. This position will work in informal tented settlements, collective shelter and host communities to ensure community engagement with hygiene activities and practices.

DIMENSIONS:

  • The position will represent Nabad and our partners in our areas of operation and be responsible for supervision of the efficient delivery of activities, including ensuring high quality of hygiene promotion activities and community engagement.
  • The position may be requested to carry out assessments of water, sanitation and hygiene services and knowledge, attitudes and practises (KAP) surveys, preparing hygiene promotion activities and events, making recommendations on community engagement and mobilization approaches. This may be carried out with other partners.
  • In addition, and as needs arise, the position will be a part of the emergency response team, responsible for designing and implementing hygiene promotion activities and events.   • The position will be expected to directly manage a team of PHP assistants, ensuring oversight of daily work activities and performance objectives.
  • The role will involve at least 60% presence in project sites, irregular work patterns and volumes.

 

KEY RESPONSIBILITIES:

 

Assessment and Programme Design

  • With Oxfam team participate in design and management of assessments and baseline studies to identify WaSH-related health risks and priorities.
  • Supervise the collecting, recording and interpreting of qualitative and quantitative data during project design and as an ongoing practise of knowledge and analysis of Nabad-Oxfam’s areas of operation.
  • Use assessment data to design participatory PHP interventions that ensure community engagement and mobilization, which is appropriate for the local context and culture.

 

Programme Implementation:

  • Provide direct management and oversight over the PHP activities, including drafting key project management documentation, including work plans, spending and procurement plans, and monitoring progress and challenges of implementation, as well as coordinating closely with other team members, specifically Public Health Engineering and Protection teams to ensure integrated and coordinated Humanitarian programme activities.
  • Implement PHP activities and events, including the collection of baseline data, the formation and training of WaSH committees and community based hygiene volunteer, the distributions of non-food items and supporting the design, implementation and monitoring of Information, Education and Communications (IEC) strategy when needed
  • Together with the team by support from Oxfam, ensure regular contact with the beneficiaries is maintained in target areas including refugee representatives, peer group members, as well as with the wider community members, with particular attention to vulnerable groups;
  • Work with the project team to define the methods of community participation that ensure the greatest possible participation of vulnerable groups, and mentor team members in the implementation of appropriate approaches for community engagement and provide feedback as necessary;
  • Support team member in delivering capacity development activities for community focal points and peer group members and in preparing and facilitating community consultations on project activities, encourage activities that allow for feedback and suggestions from community members, and ensure this information is used to inform project activities and approaches
  • Contribute to monitoring learning and developments of community focal points and groups, impact of activities and adapt project activities and approaches accordingly in coordination with the programme manager and relevant technical coordinators
  • Source and provide technical resources and support needed to complete activities, including reviewing the quality of the hygiene promotion work and ensuring the activities stay within assigned schedules and cost targets
  • To ensure full monitoring, evaluation, accountability and learning practises are integrated into programme implementation, including closely monitoring of outputs, and indicators.
  • Reflect on programme experience to contribute to PHP /WASH learning reviews and actively participate in the monthly programme quality meetings

 

Programme approach:

  • Adhere Code of Conduct and Nabad procedures and ensure these are applied in the implementation of PHE activities, including raising awareness and building the capacity of PHP assistants staff on these standards and how to action them.
  • Ensure accountability to beneficiaries, designing and implementing regular, transparent and two-way communication with Nabad’s is incorporated into Oxfam’s programming.
  • Reflect on national and international WASH programme experience to contribute to PHP /WASH learning reviews and actively participate in monthly programme quality meetings.
  • To support the mainstreaming of gender into all activities including the introduction of mechanisms to enable women to participate in decision making around public health engineering issues.

 

Staff Management

  • Directly manage PHP Assistants
  • Provide overall day to day management of PHP and volunteers, where applicable, including performance management with support of Programme Manager, and supporting implementation partners staff during projects.

 

Coordination

  • As requested, participate in WaSH field based meetings with other stakeholders, and coordination and communication with municipalities.
  • To report regularly, verbally and in writing to the Programme Manager and to represent Nabad to other NGO’s, agencies and Government authorities where requested.
  • With supervision, collect and report community level programme information for submission to coordination mechanisms

 

 

SKILLS AND COMPETENCE:

  • Public health, health or hygiene promotion, community development, education, community water supply and sanitation (or other relevant fields).
  • An experienced hygiene promoter (3 years +); extensive experience in public and environmental health and experience in community engagement and mobilization.
  • Detailed knowledge of the project cycle, including drafting and monitoring activity plans and implementation of activities
  • Takes responsibility for own work and delegated project/processes
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions possibly senior government levels is important
  • The post holder should be at ease in working with local communities and Syrian refugees.
  • Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Good written and spoken English and spoken Arabic is essential.
