Background

Young citizens in the MENA region are missing credible communication forums to articulate their concerns and interests publically and to initiate dialogue with political leaders. They also lack the skills and tools to critically interact with the media and speak in an informed manner. Accordingly, despite the large young population in the targeted region, issues important to youth are often left out of public discourse and are rarely discussed in broadcasters’ programmes; educational or informational programmes tailored to their needs remain few. This contributes to making the Arab youth a marginalized and deprived group often excluded from decision-making processes. They lack prospects and become hopeless at an early age, dropping out of school, and engaging in undesirable social habits. Access to information and freedom of expression are limited. And even many private media houses remain more “government-directed” or “politically steered” entities. Platforms for critical journalism are rare. Although diverse technical tools exist which youth can use to express themselves freely through internet-based platforms, their expression remains minimal and limited to social media posts that do not reach out to different social strata and age groups.

To address these issues, DW Akademie as a lead applicant and its two partners ARCPA/Al Jana - Lebanon, and Al Khatt - Tunisia  as the co-applicants successfully applied for the EuropeAid project "Empowering Youth through Media", Lot 2: broadcasters (ENI/2017/392-986, EU Call EuropeAid/155449/DH/ACT/Multi-2) in summer/autumn 2017. The contract between DW Akademie and the EU delegation was signed on December 22, 2017. The project will extend for a period of 36 months as of the 1st of April 2018, with the overall objective of supporting young men and women in the ENI South Region to participate in public affairs and address social changes by using media, in particular broadcasters. More specifically, the project works towards realizing four specific objectives:

  1. User surveys provide a deep understanding of the needs and interests of young men and women
  2. Broadcast channels reflect needs and concerns of youth and focus on education, entertainment, and information
  3. Inclusive media approaches ensure an exchange among young women and men and their peers as well as other groups of society.
  4. Media tools and programmes enhance media literacy among young women and men.

Responsibilities

Under the supervision of the Project Manager of the Arab Resource Center for Popular Arts (ARCPA/ AL-JANA), the country based Field Coordinator will be responsible for the following tasks:

  • Coordinate field activities in Palestine. Such activities include a project kick-off event, an online event, an off-line event, trainings for the youth and third parties…
  • Oversee day-to-day activities implemented by third parties (broadcasters and NGOs) to ensure compliance with selection criteria
  • Participate in one steering committee meeting and possibly in one mid-term evaluation meeting
  • Coordinate with the Project Technical Coordinator for the implementation of media related activities (including online and offline events)
  • Coordinate with the HQ Project Assistant to handle communication and logistics in Palestine

 

Qualifications

The individual or organization applying to assume the role of Field Coordinator must have the following qualifications:

  • Be well connected and respected in the country of concern
  • Have access to youth and NGOs working with youth through previous participation in youth related activities
  • Have access to broadcasters operating in the country
  • Have excellent working knowledge of both English and Arabic languages 
  • Be willing and able to travel

 

Project Activities

 

The thematic focus of all activities leading to the achievement of the eight outputs lies on empowering young women and men through media. This will be achieved by a strong cooperation between youth NGOs and broadcasters. The action’s work with NGO focusses on capacity building in order to empower the NGOs to train young people in developing and producing innovative media formats. The work with broadcasters will focus on establishing structures for a right to say for youth.

The envisaged action comprises eight working packages that correspond to the defined outputs. Every working package is made up of a set of activities aimed at the involvement of the different target groups and at achieving one and the same output.

 

Working package 1.1.

A.1.1.1 The project will make a survey which will show the needs and relevant topics of youth in target countries.

A.1.1.2 A public kick-off event per target country presenting the results of the survey and announcing the project output: The project and survey results are visible, public attention is attracted, stakeholders are included. Description and justification of activity: The kick-off events draw attention to the surveys’ results and the project. Youth topics and concerns can in this way raise public awareness, the interest of media, a public audience, and stakeholders.

 

Working package 2.1. (Broadcasters guarantee open and solid spaces in their channels for youth, by designing formats transferring survey's results into their programming.)

A 2.1.1. The project will Issue a Call for Tender to broadcasters

A 2.1.2 The project will design the guidelines for a content analysis of broadcasters’ programmes, conducted as baseline and final study

A 2.1.3 The project will provide support and consultancy to broadcasters

 

Working Package 2.2. (Broadcasters regularly disseminate innovative youth formats (infotainment, interactive and edutainment).

A 2.2.1. Continue with the provision of support and consultations to broadcasters as they disseminate the new formats, with youth's active involvement output: Further support and consultation of broadcasters provided. Description and justification of activity: Editors are coached and consulted on how to design new programmes and include new formats produced by youth. A new understanding of orientation towards a young audience has to be developed, new workflows will be established – in short, change processes within broadcasters have to be shaped and taken care of.

A 2.2.2. Conduct training and coaching on financial support management to broadcasters output: Broadcasters are able to follow given rules in spending and administrating Third Party support. Description and justification of activity: Selected employees of editorial and administrative departments are trained in managing and administrating the allocated funds. The aim is transparent accountability and compliance with all specification for Third Party support.

 

Working Package 2.3. (Broadcasters implement new structures such as youth councils and regular focus groups.)

A 2.3.1. Consult broadcasters on structural reforms Output: Broadcasters’ staff members acquire additional capacities and skills. Description and justification of activity: Solid structures giving youth a say on a regular basis hardly exist in today’s broadcasting systems. The consultation process has to take into consideration possible resistance and obstacles within selected broadcasters and aims at convincing those in charge to commit to creating such structures for youth’s participation.

A 2.3.2. Involve representatives of youth councils in reviewing youth's pieces produced Output: Youth representatives are firmly involved in the reviewing of produced pieces. Description and justification of activity: Editors and youth representatives are consulted on mutual understanding, team-working and suitable workflows. Broadcasters are supported to develop commitment to involve youth representatives in their programming, to develop criteria for new formats together with their counterparts, and find ways to discuss controversial pieces.

 

Working Package 3.1. (NGOs are strengthened to enable youth to express their needs and develop and implement media-related activities.)

 

A 3.1.1. Issue a Call for Tender to NGOs output: Tender for NGOs is operative. Description and justification of activity: The Tender’s result is a number of applications of possible NGOs. The process prepares a legally sound choice of NGOs, being able to implement an important part of the foreseen activities.

A 3.1.2. Conduct and supervise support workshops for NGOs outputNGOs acquire the skills and capabilities to implement MIL/media production workshops for youth. Description and justification of activity: In train-the-trainer workshops, future trainers of NGOs learn how to encourage learning processes, impart MIL and run workshops on media production and unlock creativity.

A 3.1.3 Conduct training and coaching on financial support management to NGOs output. NGOs are able to follow given rules in spending and administrating Third Party support. Description and justification of activity: 

 

Working Package 3.2. (Platforms for exchange between youth and other social groups are established.)

A 3.2.1. Conduct at least two public events per target country (one online and one offline) for exchange among youth and between youth and other social groups output: Exchange of youth with other social groups creates a better mutual understanding and suitable models of discussing the concerns of youth in society. Description and justification of activity: In the offline public event youth meet with representatives of other generations and discuss their situation and concerns. An exchange process is initiated. Local authorities and other (political) stakeholders will join the discussion and assist to sound out opportunities to make the discussion rich and sustainable. The face-to-face meetings will help to built confidence and establish reliable personal relations. The online event tries to involve elder generations and intends to trigger a permanent discussion on a digital basis.

A 3.2.2. Design a feedback assessment to evaluate the success of the public events output: An effective evaluation process is set up and operative. Description and justification of activity: A questionnaire or a guide for interviews is developed in order to inquire participants’ feedback on public events, particularly on how the events supported the exchange between groups of society. The offline-questionnaire is adapted to online use.

 

Working Package 4.1 (Trained young people are media literate and use innovative media formats.)

A 4.1.1. Train NGOs on using the MIL assessment tool output:  NGOs are able to apply the MIL assessment tool autonomously. Description and justification of activity: Training of NGOs allows selected staff to independently use the assessment tool. On a scientific basis, they are able to measure the progress achieved by youth in and after the MIL/media production workshops.

A 4.1.2. Support NGOs to conduct MIL training for youth output: NGOs are enabled to guide youth during the final production phase of broadcasting pieces and in preparing them to present their pieces to broadcasters. Description and justification of activity: After the first series of workshops participating youth needs support to finalise the designed pieces. NGOs’ multipliers are trained to take care of the final production and carry out a final review with young producers. Multipliers learn also how to keep up motivation in the mostly exhausting process of finalisation.

A 4.1.3. Consult broadcasters on reviewing the media pieces produced by youth (reviewing conducted by editors and the newly formed youth councils) output:  Broadcasters have developed and implemented criteria for alternative broadcast products. Description and justification of activity: Editors are consulted on how alternative formats, not complying with old-school rules, work and which criteria should be used in reviewing them. They learn how to embed these formats in existing or new programmes and how to address the audience with new content.

 

Working Package 4.2. (Young users/listeners consume newly developed formats.)

A 4.2.1. Support NGOs to use the MIL assessment tool to measure MIL among audience/ listeners’ clubs output: NGOs are able to apply the MIL assessment tool autonomously and for wider audiences.
