This position will report to the NCSC Home Office. As part of the Project Field Team, the position is based in Beirut, Lebanon. The Finance and Procurement Officer will be responsible for all financial and logistical aspects of the program in Lebanon, including funds disbursement and expenditure reporting. 
 
Responsibilities include, but are not limited to: 
 
• Manage monthly expenditure and accounting reporting for Home Office tracking. • Manage and administer payroll, taxes, and benefits. • Oversee financial and contractual compliance. • Report on financial expenditures, conduct bookkeeping, and maintain financial records in accordance with Lebanese law, U.S. State Department rules and regulations, and NCSC policies and procedures, and in coordination with the home office in the United States. • Manage furniture and equipment procurements for the program office and program counterparts, in compliance with applicable rules and regulations. • Ensure the program office in Beirut is properly equipped and maintained and administer all relevant long-term, short-term, and punctual rent, utility, and maintenance agreements.

Bachelor’s degree in financial or business management, economics, accounting, or related field is required. • At least five years of experience in finance, procurement, accounting, administration officer/coordinator, or similar position in an international organization or comparable experience preferred. • Strong knowledge of accounting systems, bookkeeping, and financial operations as well as relevant Lebanese law. • Strong knowledge of office administration and logistics. • Prior experience with U.S. State Department financial reporting requirements preferred. • Strong interpersonal skills and demonstrated ability to explain clearly to project staff, vendors, and consultants the requirements for financial and reporting compliance under a donor-funded project. • Understanding of financial and human resources management implications and capacity to make recommendations on cost items relative to price of goods and services, exchange rates, etc. • Demonstrated commitment to ethics, transparency, and accountability in program implementation and management. • Computer literacy (MS Word, Excel, accounting software, etc.) required. • Excellent spoken and written Arabic and English required.
